Traffic Impact Study Griffith Energy Storage Project
2.2 PROJECT SCHEDULE
The Project is scheduled to go through the permitting process and the CEQA review during 2023.
Construction is anticipated to begin as early as 2024 and would be underway for 15 months.
More specifically, site civil grading and preparation work would occur for approximately 4 months, at
which point the energy storage enclosure and substation construction would take place for approximately
4-9 months. After this, the gen-tie foundations would be poured and the towers would be erected for 5
weeks, then the gen-tie lines would be pulled and strung on the towers over the course of another 5
weeks. Finally, testing and commissioning would take place for approximately 11 weeks.
Project Contacts
Lead Agency:
San Joaquin County
Stephanie Stowers, Senior Planner
1810 East Hazelton Avenue
Stockton, California 92505
sstowers@sjgov.org
(209)468-0227
Applicant:
Griffith Energy, LLC
700 University Blvd.
Juno Beach, FL 33408
Applicant's Consultant:
Tetra Tech, Inc.
Jennifer Merrick
17885 Von Karman Avenue, Suite 500
Irvine, CA 92614
Jennifer.Merrick(o-)_tetratech.com
(619) 321-6702
EPC Contact:
TBD
2.3 METHODOLOGY
This study was designed to evaluate potential impacts to the environment from emissions due to vehicle
use. This was accomplished by evaluating the additional VMT caused by construction and operations.
2.3.1 Vehicle Miles Traveled
The VMT metric is project-based and is implemented to help quantify traffic induced by construction and
operations. The VMT metric is used to align effects on traffic with greenhouse gas (GHG)emissions. VMT
is presented as a time-dependent value, i.e., the number of additional VMT per week during construction
and operations, as well as a total VMT value for the entire Project. The California Natural Resources
NTETRA TECH 5 February 2023
