Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />September 05, 2023 <br /> Facility Address: <br /> 2575 COUNTRY CLUB BLVD, STOCKTON <br /> Facility Name: <br /> COUNTRY CLUB MOBIL CIRCLE K <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br />OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three <br />years during the inspection. <br />REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br />with section 66262.23(a) for three years or until the generator receives a signed copy from the designated facility <br />which received the waste. This signed copy shall be retained as a record for at least three years from the date the <br />waste was accepted by the initial transporter. <br />CORRECTIVE ACTION: Provide a copy of disposal records for the past three years 9/5/2020 to 9/5/2023 for all <br />hazardous waste including manifest 017547902FLE (5/4/2023). Provide these records and a corrective action <br />statement to the EHD within 30 days. <br />This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br />OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br />were a black steel drum that is less than 55-gallons located behind the store. The container had a label but nothing <br />was written on it or it was faded beyond the ability to read. <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br />words “Hazardous Waste”, name and address of generator, hazardous properties, physical state, composition <br />(contents), accumulation start date <br />CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br />action statement and supporting documentation to the San Joaquin County Environmental Health Department <br />(EHD) within 30 days. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 10/5/2023 . <br />Wastes generated by this facility: <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br />($162).
