BEFORE THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN JOAQUIN <br /> STATE OF CALIFORNIA <br /> RESOLUTION <br /> R-24-114 <br /> Resolution Adopting the Addendum to the College Park at Mountain House Environmental <br /> Impact Report for General Plan Amendment No. PA-2300143, Mountain House Master Plan <br /> Amendment No. PA-2300145, Mountain House Specific Plan I, II, and III Amendments No. PA- <br /> 2300147, Zone Reclassification No. PA-2300144, and Three (3) Major Subdivisions Nos. PA- <br /> 2300148, PA-2300149 and PA-2300150 (SCH#2003102074) <br /> - - - - - - - - - - - - - <br /> WHEREAS, on March 21, 2024, the San Joaquin County Planning Commission <br /> considered this matter; and <br /> WHEREAS, the Project includes General Plan Amendment No. PA-2300143, Mountain <br /> House Master Plan Amendment No. PA-2300145, Mountain House Specific Plan I, II, and III <br /> Amendments No. PA-2300147, Zone Reclassification No. PA-2300144, and Three (3) Major <br /> Subdivisions Nos. PA-2300148, PA-2300149, and PA-2300150; and <br /> WHEREAS, the College Park at Mountain House Environmental Impact Report (EIR) <br /> (State Clearing House Number 200310274) was certified in 2005 by the Board of Supervisors; <br /> and <br /> WHEREAS, the County as required by CEQA Guidelines Section 15164, determined that <br /> an Addendum to the College Park at Mountain House EIR was the appropriate document to <br /> evaluate the potential environmental effects of the proposed project; and <br /> WHEREAS, the determination to prepare an Addendum was based on review of the <br /> proposed project. No new significant environmental effects, no substantial increase in the <br /> severity of the previously identified environmental effects, and no new information of substantial <br /> importance that would require major changes to the proposed project pursuant to CEQA <br /> Guidelines Section 15162(a) was found and as a result, a Subsequent EIR is not warranted for <br /> the proposed project; and <br /> WHEREAS, on the basis of the whole record before the Board of Supervisors, which is <br /> documented in the project files of the San Joaquin County Community Development <br /> Department, it was determined that although the proposed project could have a significant effect <br /> on the environment, required mitigation measures will be implemented to reduce these effects to <br /> a less than significant level. Mitigation measures are incorporated and included as part of the <br /> Conditions of Approval for the project; and <br /> WHEREAS, on May 21, 2024, this Board of Supervisors did conduct a public hearing on <br /> said matter, notice of said hearing having been given in accordance with law, and oral and <br /> documentary evidence having been received in favor of or opposed to said matter, and this Board <br /> of Supervisors being advised on the premises. <br /> Resolution Template 01/2023 <br />
