BEFORE THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN JOAQUIN <br /> STATE OF CALIFORNIA <br /> RESOLUTION <br /> R-24-115 <br /> Resolution Approving General Plan Amendment No. PA-2300143 <br /> - - - - - - - - - - - - - <br /> WHEREAS, on March 21, 2024, the San Joaquin County Planning Commission <br /> considered this matter; and <br /> WHEREAS, the Project includes General Plan Amendment No. PA-2300143, Mountain <br /> House Master Plan Amendment No. PA-2300145, Mountain House Specific Plan I, II, and III <br /> Amendments No. PA-2300147, Zone Reclassification No. PA-2300144, and Three (3) Major <br /> Subdivisions Nos. PA-2300148, PA-2300149, and PA-2300150; and <br /> WHEREAS, the proposed General Plan Amendment (GPA) consists of amendments to <br /> the San Joaquin County General Plan Map, as shown in Exhibit "A" attached to this Resolution; <br /> and <br /> WHEREAS, prior to the adoption of the GPA, the Board of Supervisors adopted a <br /> Resolution to Adopt the Addendum to the College Park at Mountain House Environmental <br /> Impact Report (EIR) for the Project in accordance with the California Environmental Quality Act <br /> (SCH#200310274); and <br /> WHEREAS, prior to adoption of the GPA, the Board of Supervisors reviewed and <br /> considered the information contained in the Addendum to the College Park at Mountain House <br /> EIR (SCH# 200310274) and finds that although the proposed project could have a significant <br /> effect on the environment, required mitigation measures will be implemented to reduce these <br /> effects to a less than significant level. Mitigation measures are incorporated and included as part <br /> of the Conditions of Approval for the project; and <br /> WHEREAS, based on the NAHC's Sacred Land File search, recorded tribal cultural <br /> resources are not known to occur at the project site. The NAHC Sacred Land File search was <br /> conducted on October 5, 2021; and <br /> WHEREAS, notice of the proposed GPA was provided pursuant to California <br /> Government Code Section 65352.3 and 65352.4 (General Plan review by California Native <br /> American tribes). Notice was mailed out to California Native American tribes on a list provided <br /> by the California Native American Heritage Commission (NAHC) on September 20, 2023. The <br /> response period for tribes under SB 18 closed on December 19, 2023; and <br /> WHEREAS, no tribes responded to request consultation under SB 18 during the 90-day <br /> response window; and <br /> WHEREAS, no further written or oral comments were received relating to the proposed <br /> General Plan Amendment; and <br /> Resolution Template 01/2023 <br />
