BASES FOR THE MOUNTAIN HOUSE MASTER PLAN AMENDMENTS <br /> 1. The Mountain House Master Plan Amendment is consistent with the General Plan and <br /> the Mountain House Public Financing Plan. <br /> This determination can be made because, adoption of the proposed revisions: 1) is <br /> supportive of, and consistent with, the policies in these documents regarding the <br /> compatibility and protection of adjacent land uses; 2) is supportive of overall <br /> General Plan, Master Plan and Specific Plan provisions regarding the development <br /> and location of Economic Development and Employment projects and facilities <br /> within Mountain House; 3) does not significantly affect existing acreage and <br /> densities of proposed land use designations; 4) no significant changes in jobs are <br /> expected that would adversely affect the number of jobs projected or the <br /> jobs/housing ratios anticipated for the community; 5) does not increase the demand <br /> for public services and does not negatively affect the Public Financing Plan; and 6) <br /> no amendments to the Jobs/Housing Program or Affordable Housing program are <br /> being proposed. <br /> 2. The Master Plan Amendment shall not adversely affect the jobs/housing program and <br /> housing affordability; and <br /> This determination can be made because: 1) no changes are proposed to the <br /> Jobs/Housing Program or to the Affordable Housing Program; and 2) no significant <br /> changes in jobs are expected that would adversely affect the number of jobs <br /> projected or the jobs/housing ratios anticipated for the Community as a part of the <br /> current or Master Plan amendment application. <br /> 3. All applicable provisions of the Mountain House Development Agreement have been <br /> met. <br /> This determination can be made because: 1) the provisions of the Trimark <br /> Communities Development Agreement (i.e., the Development Agreement by and <br /> between County of San Joaquin and Trimark Communities, Relative to the Development <br /> of Certain Property within the Mountain House Community) that are applicable to the <br /> subject properties are not affected by the proposed project; 2) the Trimark <br /> Communities Development Agreement incorporates provisions of the existing, <br /> principal Mountain House Development Agreement (Amended and Restated Master <br /> Plan Development Agreement by and between County of San Joaquin and Trimark <br /> Communities Relative to the Development of Certain Property within the Mountain <br /> House Community) and no modification or supplementation of those antecedent <br /> provisions was determined to be necessary; and 3) the Trimark Communities <br /> Development Agreement vests certain provisions / sections of the General Plan, <br /> Master Plan, the Mountain House Development Title, and Specific Plan III, and the <br /> proposed project does not change or alter those provisions/sections. <br /> Resolution Template 01/2023 <br />
