MOUNTAIN HOUSE MASTER PLAN <br /> f) Wistorical Structures. Each Specific Plan shall contain a determination by a <br /> qualified architectural historian as to whether any of the structures that are more <br /> than 54 years old would be affected by Specific Plan implementation. If Specific <br /> Plan implementation were determined to affect the structures, recommendations <br /> by the qualifed professional shall be implemented;such mitigation measures could <br /> consist of avoidance of impacts by incorporating the structure into planned <br /> developments, detailed arohitecturaf documentation and history, or removal of a <br /> structure to another location. Each Specific Pian shall map the location of all <br /> structures 50 years or older that have been determined by a historian to be of <br /> historic significance,except for Specific Plan 1. <br /> 7.5 PHASING AND COSTS <br /> 7.5.1 Capital Facility Cost and Phasing <br /> Approximately 7-245698 acres of the Mountain House comma mity will be dedicated <br /> to parks, recreational uses, open space, nature preserves, and wetlands. The <br /> capital costs associated with development of these Iand uses are pro Ecte-d to <br /> costsvtiN--(otal more than $57 million. Neighborhood Parks will total $6.8 rniliion. <br /> Neighborhood Park lands will be part of the land equity program and wlll be <br /> constructed by the MHCSD. Another$15-3 million is associated with facilities that <br /> are considered"private ventures'because the facility will likely generate revenues <br /> to a private operator who will be responsible for constructing and operating the <br /> facility, Such private ventures are not addressed as part of the Parks and Open <br /> Space Plan. <br /> In additions there are approximately $10 million of additional facilities that will be <br /> encouraged for development[fit is determined that such development is financially <br /> feasible; these improvements are considered "optional community costs". <br /> Improvements listed as optional community costs are Items that are considered <br /> desirable for the community, but will be directly dependent on the financial <br /> feasibility of their development. Some of these items include Neighborhood pools, <br /> Neighborhood Community Centers, and a community stadium and tennis court <br /> facility. If it is determined in future years that the community can afford to#provide <br /> these amenities, and if the residents of Mountain House consider these items a <br /> priority,they will ultimately be provided by the community. <br /> Of the "planned facilities", $34 million will be included in the PFP for facilftles that <br /> must be funded as backbone improvements. This arnaunt includes$3.8 million for <br /> kit fox habitat mitigation, although any kit fox mitigation requirements are <br /> considered highly unlikely. Table 7.4 is a breakdown of planned facilities, private <br /> venture improvements, and optional community costs: <br /> Parks will be a central feature in each residential Neighborhood and in the <br /> community as a whole.
