These requirements cannot be modified. <br /> 1. Submit Water Provision Declaration form to the Environmental Health Department for review. <br /> 2. Submit a Small Public Water System preliminary technical report to the California State <br /> Water Resources Control Board, Division of Drinking Water (Water Board) prior to issuance <br /> of building permits and at least six months before initiating construction of any water related <br /> improvement, as defined. The issuance of a permit to operate a small public water system <br /> by the local primacy agency [Environmental Health Department (EHD)] is prohibited without <br /> the concurrence of the Water Board. Please contact Michelle Frederick by email at <br /> michelle.frederick@waterboards.ca.gov or by phone at (707) 576-2731 at the Water Board <br /> concerning the requirements for preliminary technical report submittal prior to issuance of <br /> building permits. <br /> If the Water Board determines that an onsite well shall be used as the potable water source, <br /> a permit application to operate Small Public Water System shall be submitted to the EHD for <br /> approval prior to issuance of building permits. To issue a permit to operate, concurrence from <br /> the Water Board is required. A yearly permit to operate a public water system will be required <br /> by the Environmental Health Department prior to sign off of the certificate of final occupancy <br /> (San Joaquin County Development Title, Section 9-602.010 and 9-601.030). <br /> The supplier must possess adequate financial, managerial, and technical capability to assure <br /> delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin <br /> County Development Title, Sections 9-602.010 and 9-601.030 and C.C.R., Title 22, and <br /> Health and Safety Code, Section 116525 116570. <br /> 3. Construct a water well under permit and inspection of the Environmental Health Department <br /> prior to occupancy. Should the number of non-resident individuals exceed 24 for at least 60 <br /> days per year, or the number of service connections exceed four, a yearly permit to operate <br /> a public water system will be required by the Environmental Health Department(San Joaquin <br /> County Development Title, Section 9-602.010 and 9-601.030.). <br /> 1868 E.
