Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />September 20, 2023 <br /> Facility Address: <br /> 2701 W MARCH LN, STOCKTON <br /> Facility Name: <br /> MARCH LANE 76* <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br />OBSERVATION: Designated facility signed and dated copies of Uniform Hazardous Waste Manifests (UHWM) <br />were not found on-site. The missing manifests are: 021990584JJK shipped on 12/15/2020. <br />REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br />with section 66262.23(a) for three years or until the generator receives a signed copy from the designated facility <br />which received the waste. This signed copy shall be retained as a record for at least three years from the date the <br />waste was accepted by the initial transporter. The hazardous waste generator must submit a copy of the manifest <br />to the California Department of Toxic Substances Control (DTSC) within 60 days if the destination facility signed <br />manifest copy is not received from the transporter or designated facility. <br />CORRECTIVE ACTION: Locate the destination facility signed manifests listed above and maintain in the facility file <br />for three years from the date of shipping. Send a copy to the San Joaquin County Environmental Health <br />Department (EHD). <br />This is a Class II violation. <br /> 603 CCR 66262.34(e)(1)(C) Failed to mark initial accumulation start date on satellite containers. <br />OBSERVATION: Satellite accumulation hazardous waste containers were observed on-site without an initial date of <br />accumulation added to the label. The containers were Two black 55-gallons marked hazardous waste in the <br />hazardous waste storage area next to the dumpsters. These drums were labeled but were either not marked with an <br />accumulation start date or the date had faded. <br />REGULATION GUIDANCE: The initial date of waste accumulation must be clearly marked and visible for <br />inspection on each container used for satellite accumulation of hazardous waste. <br />CORRECTIVE ACTION: Immediately add the initial date of accumulation to the hazardous waste containers. If the <br />waste has been stored on-site greater than one year then immediately dispose of the hazardous waste in <br />compliance with Title 22 California Code of Regulations. Provide a corrective action statement and supporting <br />documentation to the San Joaquin County Environmental Health Department (EHD) within 30 days. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 10/21/2023 . <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br />($162).
