S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> MIRACLE MILE MARKET 244 W HARDING WAY, STOCKTON September 20, 2023 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 404 CCR 66262.34(d)(2) Failed to inspect hazardous waste storage areas at least weekly. <br /> OBSERVATION: The following facility hazardous waste containers are not inspected weekly: One black 55-gallon <br /> steel drum behind the store.This drum had an unsecured lid and the manager did not know where it was until I <br /> informed them. <br /> REGULATION GUIDANCE: The owner or operator shall inspect areas used for container storage or transfer, at <br /> least weekly, looking for leaking containers and for deterioration of containers and the containment system caused <br /> by corrosion or other factors. <br /> CORRECTIVE ACTION: Immediately,the following containers need to be [CLOSED OR TAKEN OUT OF <br /> SERVICE] [WASTE NEEDS TO BE TRANSFERRED TO CONTAINERS IN GOOD CONDITION]. Provide a <br /> corrective action statement and supporting documentation to the San Joaquin County Environmental Health <br /> Department within 30 days. <br /> This is a Class II violation. <br /> 603 CCR 66262.34(e)(1)(C)Failed to mark initial accumulation start date on satellite containers. <br /> OBSERVATION: Satellite accumulation hazardous waste containers were observed on-site without an initial date of <br /> accumulation added to the label. The containers were one black 55-gallon steel drum with a faded, unreadable <br /> label. <br /> REGULATION GUIDANCE: The initial date of waste accumulation must be clearly marked and visible for <br /> inspection on each container used for satellite accumulation of hazardous waste. <br /> CORRECTIVE ACTION: Immediately add the initial date of accumulation to the hazardous waste containers. If the <br /> waste has been stored on-site greater than one year then immediately dispose of the hazardous waste in <br /> compliance with Title 22 California Code of Regulations. Provide a corrective action statement and supporting <br /> documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a minor violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were:The containers were one black 55-gallon steel drum with a faded, unreadable label. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste.
