Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />September 20, 2023 <br /> Facility Address: <br /> 17880 W Schulte Rd, Tracy <br /> Facility Name: <br /> Costco Wholesale #210 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. <br />OBSERVATION: 55 gallons of 1604 Duolec Industrial oil and 55 gallons of Mobil 600 XP100 oil were found on site <br />that have not been reported to CERS. Add the Duolec and Mobil oil to the chemical inventory in the California <br />Environmental Reporting System (CERS). The Clorox High Performance bleach is be reported as 55 cubic feet and <br />needs to be reported as 55 gallons. Oil Containing Ammonia locations that are not listed on the inventory are the <br />maintenance shop and the oil shed. Add the locations of the maintenance shop and the oil shed on the inventory <br />form for Oil Containing Ammonia. Used Absorbent max daily amount is listed as 110 gallons but the amount found <br />on site is 13 drums that weigh 200 pounds each should be reported as the max daily amount of 2,600 pounds. Add <br />the oil shed to the location for the Used Absorbent. <br />REGULATION GUIDANCE: Any material that meets or exceeds the reportable quantity shall be reported in the <br />facility's business plan. <br />CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for <br />approval. <br />This is a repeat violation, Class II. <br /> 6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content. <br />OBSERVATION: The site map is incomplete. The site map does not have the locations of the 1604 Duolec <br />industrial oil and Mobil 600 XP 100 identified on the map. Add the locations to the site map. <br />REGULATION GUIDANCE: A site map shall contain a north orientation, loading areas, internal roads, adjacent <br />streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous <br />material handling and storage areas, and emergency response equipment. <br /> If a site map element is not applicable for your facility then list it on the map and label as “NA". <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Conducted a Hazardous Materials Business Plan (HMBP) inspection. There were 2 violations found during the <br />inspection. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a <br />statement documenting the corrective actions that have been or will be taken for each violation, and any <br />supporting paperwork, by 10/20/2023. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br />($162).
