S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUNT <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Nutrien Ag Solutions-Vernalis 35100 S HWY 33 , VERNALIS September 20, 2023 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 601 CCR 66262.34(d)Stored hazardous waste onsite greater than 180 days(90 days acute/extremely). <br /> OBSERVATION: The following hazardous waste containers were found on-site without an accumulation start date: <br /> -one yellow metal 55 gallon drum of used absorbent in the hazardous waste storage area <br /> -two black metal 55 gallon drum of used absorbent in the hazardous waste storage area <br /> -one black metal 55 gallon drum of used oil in the hazardous waste storage area <br /> -two black metal 55 gallon drums of oily absorbent in the shop <br /> -one black metal 55 gallon drums of oily absorbent outside the shop <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66262.34. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 180 days in <br /> compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the <br /> disposal records to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were: <br /> -one black metal 55 gallon drum of used oil was missing the generator information (corrected) <br /> -two black metal 55 gallon drums in the hazardous waste storage area has blank hazardous waste labels <br /> -one yellow metal 55 gallon drum in the hazardous waste storage area had a blank hazardous waste label <br /> -one black metal 55 gallon drum of used oil had a torn/partial hazardous waste label <br /> -three black metal 55 gallon drums of oily absorbent in the shop area are missing accumulation dates <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 20, 2023. <br /> Wastes generated by this facility: used oil, oily solids, metal fines, <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign.
