Construction & Demolition/Inert Debris Facility Report <br /> Tracy Material Recovery& Transfer Facility <br /> 30703 5. MacArthur Drive, Tracy, California 95377 <br /> Proposed Activity — Inert Debris Recycling Operations and C&D Operations <br /> Expansion <br /> Phase 1: Inert Debris Recycling Operations <br /> Tracy MRF will accept an annual average of 150 TPD of source-separated Type <br /> A inert debris, and a peak of 200 TPD of source-separated Type A inert debris <br /> collected and delivered to the facility by affiliated companies, Tracy Disposal and <br /> Delta Disposal, and other commercial vehicles. Self-haul vehicles from the <br /> general public will also utilize the operations. All materials are closely evaluated <br /> and controlled at the point of generation to assure minimal contamination. The <br /> Type A inert debris, as defined herein and by state regulations, is primarily <br /> collected from demolition sites. This operational area of the site will not accept <br /> any mixed construction and demolition debris, shingles, green waste, or any <br /> other types of wastes or materials other than clean inert debris. <br /> Materials are delivered to the facility in debris box trucks, end dumps, dump <br /> trucks, and other commercially licensed vehicles. There will be at least one full <br /> time site attendant during the operating hours. Vehicles are weighed at the scale, <br /> and routinely weighed during exiting the facility to validate tare weights. Vehicle <br /> tare weights for regular trucks are stored in the scale computer control system for <br /> immediate assessment. These vehicles with existing tare weights are not <br /> required to stop at the scale when they leave the site. <br /> Trucks and debris boxes containing inert (Type A) debris will be dumped in either <br /> of the inert operations areas. C&D debris and reject materials, such as rebar and <br /> other loose debris that comprise of less than 1% of the inert material, are <br /> separated out by both machine and hand processing and removed from the <br /> processing area. The rebar metal is placed in a roll-off bin adjacent to the inert <br /> stockpiles and taken to the MRF building, consolidated with other recovered <br /> metals, and transported to a nearby metal recycler when bin is full. <br /> Each of the operations/inert stockpile areas is designed to allow operator <br /> flexibility in the recycling activity; each may consist of both pre-processed and <br /> processed materials whose proportions will vary dependent on the amounts of <br /> incoming materials, the rate at which materials are processed, and the demand <br /> for aggregate base rock. The Type A inert debris is stockpiled at either of the <br /> inert operations areas at the northwest corner of the site, as shown on the site <br /> plan. The total onsite storage of the inert stockpiles is approximately 30,000 <br /> cubic yards. <br /> When a sufficient stockpile is created for efficient crushing operation, the <br /> concrete is crushed by a portable, trailer-mounted grinder and placed on a <br /> portion of the Operations Area/Inert Stockpile awaiting removal from the site by <br /> truck for use as an aggregate base material for road and other construction <br /> projects. Stockpiles of inert materials do not exceed 25 feet in height. Dust from <br /> materials handling is controlled with water spray from handheld hoses. <br /> 3 170.18 CDI FacReport 060613 <br />
