Construction & Demolition/Inert Debris Facility Report
Tracy Material Recovery& Transfer Facility
30703 5. MacArthur Drive, Tracy, California 95377
The operator maintains several hydrants disbursed throughout the facility, as part
of the onsite water supply and fire suppression system, which includes a 150,000
gallon water tank (fed by onsite wells) and pressurization equipment. Fire hoses,
also used onsite for dust suppression purposes, are available to suppress small
fires, should they occur. Process water used for dust or fire control or other
operational requirements, and will be minimized only to what is necessary.
Surface water runoff, including all process water and potential fire flow, is
directed to onsite retention basins by use of drain pipes, grading design, and
drainage ditches, where it is properly treated, if necessary, to eliminate potential
environmental impacts.
Front-end loaders and excavator are available to aid in the management of
materials to combat fire or prevent its spread. All firefighting equipment is
properly maintained and available on a continuous basis.
The facility operates under a fire prevention plan which has been developed in
coordination with the Tracy Fire Department.
Housekeeping [14 CCR 17416.1]
The Tracy MRF is inspected on a regular basis by facility personnel to ensure
that supplies; parts, containers, and equipment are properly stored or contained
so that they do not present a hazard or nuisance. The operator will provide
adequate housekeeping for the maintenance of facility equipment and will
minimize accumulations of fuel drums, inoperable equipment, parts, tires, scrap,
and similar items.
Lighting [14 CCR 17416.2]
Lighting is provided at the Inert Processing Area and C&D Operations Area.
Tracy MRF will utilize temporary or permanent lighting units for processing the
materials before or after daylight hours. Mobile equipment and vehicles using the
site are equipped with lights for safe use at night or during times of limited
visibility.
Tracy MRF may install additional 20-to-30-foot-high stadium lighting within the
facility for security purposes that will enable them to process debris before and
after daylight, within the operating hours of 7:00 a.m. and 5:00 p.m. Onsite
processing buildings will contain interior lighting and may have exterior lighting
affixed. The lighting will be facing downwards and inwards towards the facility
and will not point outwards and subject neighboring properties to glare.
Equipment [14 CCR 17416.3]
The equipment at the site is sufficient to meet all requirements of Articles 6.3 and
6.35 of the minimum standards addressed in this report, and is shown in Tables
11 through 13 below.
27 170.18 CDI FacReport 060613
