Report of Composting Site Information
Tracy Material Recovery& Transfer Facility
30703 S. MacArthur Drive, Tracy, Ca. 95377
Introduction
The Tracy Material Recovery & Transfer Facility (Tracy MRF) operated by Tracy Material
Recovery & Solid Waste Transfer, Inc., serves the southern San Joaquin County/Tracy
Planning Area. The facility operates under permits and regulations of the County of San
Joaquin, CalRecycle, San Joaquin Valley Air Pollution Control District, and the Regional
Water Quality Control Board.
The overall facility accepts up to 1,800 tons of material per operating day of primarily
residential and yard waste, light commercial waste, brush, and construction debris. The
Tracy MRF site comprises a total of approximately 51.7 acres, of which 8.4 acres are
permitted for composting, 15.4 for a transfer station, and 15.4 for a material recovery
facility. In addition to composting, the facility includes the MRF building, the
Administration/Maintenance Building, and the following material recovery operations:
construction and demolition/inert debris processing, wood waste processing and storage,
appliance recycling, universal waste and household hazardous waste recycling, and a
biomass gasifier. The majority of the site consists of a large pit, approximately 30 to 40
feet deep, that was previously used for gravel mining operations. Gravel mining
occurred between 1971 and 1975 by Lone Star Industries. The site was reclaimed and
reseeded by Lone Star in 1986. The portion of the Tracy MRF that is used for the
composting operations is defined as the Composting Facility (CF).
The Tracy MRF is located about 4 miles south of the City of Tracy in the unincorporated
area of San Joaquin County, California.
Facility Contact Information
Facility Name: Tracy Material Recovery & Transfer Facility (Tracy MRF)
Facility Location: 30703 S.
