Report of Composting Site Information <br /> Tracy Material Recovery& Transfer Facility <br /> 30703 S. MacArthur Drive, Tracy, Ca. 95377 <br /> (d) A description of the proposed methods used to control leachate, litter, odors, dust, <br /> rodents, and insects, for example, how the operator will store, process and incorporate <br /> food material and vegetative food material into windrows or static piles, timeframes for <br /> inclusion of material, collection and containment of leachate, passive and active vector <br /> controls, methods to monitor effectiveness of control measures. <br /> (e) A description of the proposed emergency provisions for equipment breakdown or <br /> power failure. <br /> (f) A description of the storage capacity, feedstock pile sizes, and anticipated maximum <br /> and average length of time compostable materials will be stored at the facility. <br /> (g) A description of compostable materials handling equipment used at the facility <br /> including type, capacity, and number of units. <br /> (h) Anticipated annual operation capacity for the facility in cubic yards. <br /> (i) A description of provisions to handle unusual peak loadings. <br /> 0) A description of the proposed method for storage and final disposal of <br /> nonrecoverable or nonmarketable residues. <br /> (k) A description of the water supplies for process water required. <br /> (1) Identification of person(s) responsible for oversight of facility operations. <br /> (m) A description of the proposed site restoration activities, in accordance with section <br /> 17870. <br /> (n) An Odor Impact Minimization Plan pursuant to section 17863.4 and, if applicable, an <br /> Odor Best Management Practice Feasibility Report and associated plan pursuant to <br /> section 17863.4.1. The EA may require the operator to revise the Odor Impact <br /> Minimization Plan and, if applicable, the Odor Best Management Practice Feasibility <br /> Report and associated plan if the operator proposes to accept new feedstock, such as <br /> food material or vegetative food material. <br /> 4 <br />
