You sent me
an email confirming this on Tuesday 2/28/23 (attached). An encroachment permit was required for
all of our solar projects.

San Joaquin County does indeed know exactly what is happening on this project.

Sandip Singh, the Senior Registered Environmental Health Specialist with San Joaquin County that
has approved our site characterization plan for this project (cc’ed), told me over the phone that it
would be fine if we received an encroachment/grading permit through the City of Riverbank for the
site characterization work. As long as she is present for the work and can observe the work being
performed, there will be no issue.

All the City needs to do is approve our digging plan, which is outlined on pg. 12 of the site
characterization plan.

I just spoke with Cody Bridgewater about this and I believe he will be bringing this up at the 1:30pm
meeting tomorrow to discuss.

I will go ahead and follow up with Cody on this tomorrow afternoon.

Thanks,
Nate
