The facility's exemption from the California State Water <br /> Resources Control Board's Composting General Order requires that all composting activities be in an enclosure <br /> on cement, concrete, or a material of similar hydraulic conductivity. <br /> a. The operator shall ensure that leachate is controlled to prevent contact with the public. 14 CCR§ 17867 (a) <br /> (13) <br /> b. If the facility cannot dump the materials directly inside the enclosure, then a suitable pad must be installed to <br /> accept the dumped material. The materials must then be pushed into the facility as soon as possible afterwards. <br /> Under no circumstance should the material be allowed to sit outside overnight. <br /> Inspection Report Comments: <br /> Conducted a quarterly inspection on this date and noted the following: <br /> 1. 14 CCR § 17868.1 (a)(1) violation cited for compost sampling requirements is cleared. <br /> Notes: <br /> 1. Ensure that compost is sampled per every 5,000 cubic yards of compost produced and at least once per year. <br /> 2. The temperatures logged in the North and South houses for May ranged from 96°F to 137°F and 94°F -136°F <br /> respectively. <br /> 3. Approximately 384,000 birds onsite at the time of the inspection per the operator. <br /> 4. Approximately 1,500 cubic yards of compost onsite. <br /> 5. The average temperature measured for finished compost was 117°F. The average temperature measured for wood <br /> shavings was 133°F.
