Box 93 <br /> -'; Tracy, CA 95378 <br /> Rejection of Five-Year Permit Review Application for the Tracy Materials Recovery &Transfer Facility (39- <br /> AA-0024) <br /> Mr. Repetto, <br /> The Local Enforcement Agency, San Joaquin County Environmental Health Department(EHD), has reviewed the <br /> Five-Year Permit Review Application and associated documents received May 25, 2023. The application is <br /> rejected based on the following: <br /> 1. The Transfer/ Processing Report(TPR) lists six Figures on page vii. Only Figures 1 and 3, Site Plans, are <br /> included in the TPR. Figures 1 and 3 do not illustrate the current operations at the site. Provide Figures <br /> that illustrate the storage, unloading, loading and parking areas. List the storage location of each <br /> recyclable and waste. Include and identify all transfer and processing equipment. <br /> 2. The TPR Signs section on page 33 does not describe or illustrate adequate signs for compliance with Title <br /> 14 CCR § 17409.4. Revise this section. <br /> 3. There was a food waste processing unit inside the transfer station building on the north side of the tipping <br /> floor, as of May 24, 2023. The food waste processing unit appeared to be new and not in use. Placing this <br /> unit into operation will constitute a significant change to the design and operation of the facility that <br /> requires a Report of Facility Information (RFI) amendment. Submit an RFI amendment application <br /> package to the EHD at least 180 days prior to placing the food waste processing unit into operation. Do <br /> not place the unit into operation until the EHD approves the RFI amendment package. <br /> 4. The TPR does not include procedures to describe compliance with SB-1383 facility updates. Update the <br /> TPR to describe compliance with SB-1383 including Title 14 CCR§§ 17409.5.1 — 17409.5.12 and <br /> 17414.2. Include storage areas, applicable waste streams, procedures, forms and measurements. <br /> Describe how the Mixed Waste Organic Collection Stream, Source Separated Organic Waste Collection <br /> Streams, and Gray container waste streams will be segregated to capture waste amounts for the <br /> calculations. <br /> 5. The Report of Composting Site Information (RCSI) page 17 discusses the Chipping and Grinding operation <br /> in the Clean Green Material section. The section does not include sampling and analysis to satisfy Title 14 <br /> CCR § 17862.1(d) Chipping and Grinding Operations and Facilities, physical contaminants measurements. <br /> Update the RCSI. <br /> 6. Figure 3, the Compost Site Plan, does not illustrate the current operation. Update figure 3 to reflect the <br /> current compost and chipping/grinding operation. <br /> 7. The RCSI, page 21, Finished Compost section does not include the Title 14 CCR § 17868.3.1 Physical <br /> Contamination Limits sampling and analysis requirement. Update this section. <br /> 1868 E.
