Backus, Garrett [EHD]
From: Backus, Garrett [EHD]
Sent: Monday, October 16, 2023 4:18 PM
To: Neil Edgar
Cc: Scott Stortroen; Mike Repetto; Subbotnikova, Natalia [EHD]
Subject: RE:Tracy Material Recovery&Transfer Facility- 5-Year Permit Review
Attachments: Tracy SWFP TPR Amend App 101223 signed.pdf
Hi Neil,
Please update the RFI amendment application E-1-77, Part 3 Facility Information, Section A.2.f Other, and add the
proposed changes to the RFI. The changes being the SB-1383 measurement updates and map updates.
Please see the additional RFI changes needed:
1. TPR page 16 discusses Household Hazardous Waste storage as being "within the MRF building". The used oil,
antifreeze, oil filter storage is outside near the broken recyclable glass and a-waste storage. Please edit this
section to be consistent with current operations.
2. TPR Figure 2 is the current site layout but does not include the location of the used oil, antifreeze, oil filter
storage (near the e-waste). Please add this location to Figure 2.
3. TPR page 7 has a "Current Site Maps" section. TPR Figure 1, site plan, appears to be future proposed plans but
not entirely as the site looks today. TPR Figure 2, detailed site layout, is an accurate figure of current site
operations. Figures 3-5 don't exist in the current TPR. Please update this paragraph on page 7 to be accurate:
The Site Plans containing the schematic drawings of buildings and other structures showing the layout and
general dimensions of the operations areas, including the unloading, storage and loading areas are provided
in the "Figures" section. The site features and structures are shown in Figure 1—Site Plan.Additional
operational areas of the site are depicted in Figure 2 through Figure 5 which show unloading, storage, and
loading areas specific to each of the operations. All drawings are scaled according to notations provided on
each.
4. Appendix J—SB1383 sampling protocol. Please add more detail on these measurements and calculations so this
appendix can be used to train personnel to make these measurements and calculations. Please add the
relevant code sections for each waste stream since the code contains the default protocols. From my
understanding the code sections are as follows: organics in gray container waste—14 CCR 17409.5.7,
incompatibles remaining in mixed paper after processing—14 CCR 17409.5.4, incompatibles remaining in
cardboard after processing- 14 CCR 17409.5.4, incompatibles remaining in wood after processing- 14 CCR
17409.5.4, incompatibles remaining in green materials and co-collection green materials/food materials after
processing- 14 CCR 17409.5.4, incompatibles remaining in food materials after processing—14 CCR 17409.5.4,
amount of organics in incompatible residue removed from source separated recyclables during processing- 14
CCR 17409.5.5, amount of organics in incompatible residue removed from green materials during processing-
14 CCR 17409.5.5, amount of organics in incompatible residue removed from food waste during processing- 14
CCR 17409.5.5, amount of organics in incompatible residue and overs removed from finished compost- 14
CCR 17867(a)(16).
Let me know if these changes can be completed this week or if the RFI amendment will be completed after the five year
review date of Oct 25.
Thank you,
1
