Disposal Facility (Site) Inspection Report (52) <br /> North County Landfill & Recycling Center (39-AA-0022) <br /> 10/24/2023 <br /> dumped significant rainfall within the past 48 hours. Repair all erosion channels in <br /> compliance with this section. <br /> Areas of Concern <br /> 27 CCR 20690 - Alternative Daily Cover <br /> Alternate daily cover tarps were used at the area 6 active face. The tarps did not <br /> completely cover the waste. Cover the waste completely, in compliance with this <br /> section. <br /> 27 CCR 20580 - Lighting <br /> The site was dark at 6:30 am when the operators began operating heavy equipment at <br /> the active face. The site did not have adequate lighting to ensure safety and monitor <br /> operation effectiveness. Provide adequate lighting during the darkness time. <br /> Inspection Report Comments <br /> 1. Tarps were being used as alternate daily cover. <br /> 2. First truck dumped waste at active face at 7:04 am. <br /> 3. Green waste records indicated that 1420 cubic yards were shipped off site for retail sale in <br /> August. <br /> 4. Reviewed special occurrences log, training record and load check record. <br /> 5. No litter or dust control issues observed. <br /> 6. Soil gas monitoring well #1 was measured. Shallow probe: 0.0% methane, 4.7% carbon <br /> dioxide, 18.1% oxygen, 77.3% balance; intermediate probe: 0.0% methane, 2.3% carbon <br /> dioxide, 18.4% oxygen, 79.3% balance; deep probe: 0.0% methane, 0.9% carbon dioxide, <br /> 19.6% oxygen, 79.4% balance. <br /> 7. Soil gas monitoring well #21 was measured. Shallow probe: 0.0% methane, 0.5% carbon <br /> dioxide, 20.1% oxygen, 79.4% balance; intermediate probe: 0.0% methane, 0.6% carbon <br /> dioxide, 19.9% oxygen, 79.5% balance; deep probe: 0.0% methane, 0.2% carbon dioxide, <br /> 20.5% oxygen, 79.3% balance. <br /> 8. Two violations and two areas of concern. <br /> 9. Continuing violation for violating the permit conditions (exceeding daily tonnage limit). An <br /> office hearing was conducted on October 25 with Mark Houghton representing the landfill <br /> operations. Mark signed an administrative hearing agreement agreeing to immediately <br /> correct the violation for daily tonnage.
