Disposal Facility (Site) Inspection Report (52) North County Landfill & Recycling Center (39-AA-0022) 11/29/2023 Inspection Report Comments 1. Tarps were being used as alternate daily cover. 2. First truck dumped waste at active face at 7:06 am. 3. Green waste records indicated that 725 cubic yards were shipped off site for retail sale in August. 4. Reviewed special occurrences log, training record, and load check record. 5. Reviewed the 3rd quarter landfill gas measurements done by the operator's contractor. All perimeter probes were measured and all were 0.0% methane. Structure monitoring was completed and 0.0% methane was found. 6. No litter or dust control issues observed. Falconer was on-site for bird control. 7. Soil gas monitoring well #22 was measured. Shallow probe: 0.0% methane, 0.5% carbon dioxide, 20.2% oxygen, 79.3% balance; intermediate probe: 0.0% methane, 0.5% carbon dioxide, 20.2% oxygen, 79.3% balance; deep probe: 0.0% methane, 0.8% carbon dioxide, 16.5% oxygen, 82.7% balance. 8. Soil gas monitoring well #17 was measured. Shallow probe: 0.0% methane, 2.3% carbon dioxide, 15.3% oxygen, 82.3% balance; intermediate probe: 0.0% methane, 0.8% carbon dioxide, 20.1% oxygen, 79.1% balance; deep probe: 0.0% methane, 0.6% carbon dioxide, 20.2% oxygen, 79.2% balance. 9. One continuing violation for exceeding the daily tonnage limit. All other violations and areas of concern have been resolved. 10. Continuing violation for violating the permit conditions (exceeding daily tonnage limit). An office hearing was conducted on October 25 with Mark Houghton representing the landfill operations. Mark signed an administrative hearing agreement agreeing to immediately correct the violation for daily tonnage. Mark said the site will put controls in place to prevent exceeding the daily tonnage limit.
