The San Joaquin County Environmental Health Department (EHD) Local Enforcement <br /> Agency (LEA) issued the NOTICE OF VIOLATION- Immediately Cease and Desist the <br /> Operation of a Solid Waste Facility Without a Permit or Solid Waste Handling without <br /> Notification at 29692 S Corral Hollow Rd., Tracy, CA 95377 (APN 253-110-19). <br /> 2. Any imported fill shall be free of contaminants and meet the California Regional Water <br /> Quality Control Board and Department of Toxic Substances Control standards for <br /> screening levels prior to grading. Please contact Howard Hold by email at <br /> Howard.Hold@waterboards.ca.gov or by phone at (916) 464-4679 at the State of <br /> California Water Board, Region 5, to obtain approval prior to grading. <br /> Deposition of solid waste onto land requires a solid waste notification or permit with the <br /> EHD LEA prior to the start of activities. No person shall operate a Solid Waste Facility <br /> without a Permit pursuant to PRC § 44002. Any operator proposing to engage in solid <br /> waste handling pursuant to an enforcement agency notification shall notify the <br /> enforcement agency of its intent to operate in writing prior to commencing operations <br /> pursuant to Title 14 CCR § 18103.1. <br /> Solid waste means all putrescible and non-putrescible solid, semisolid, and liquid wastes, <br /> including garbage, trash, refuse, paper, rubbish, ashes, industrial wastes, demolition and <br /> construction wastes, abandoned vehicles and parts thereof, discarded home and <br /> industrial appliances, dewatered, treated, or chemically fixed sewage sludge which is not <br /> hazardous waste, manure, vegetable, or animal solid and semisolid wastes, and other <br /> discarded solid and semisolid wastes (Public Resources Code (PRC) § 40191). Solid <br /> waste includes inert debris such as concrete, asphalt, brick, and crushed glass (Title 14 <br /> CCR § 17388). Solid waste includes nonhazardous petroleum contaminated soil (Title 14 <br /> CCR § 17361). <br /> 1868 E.
