Other <br /> requirements may also apply. These requirements cannot be modified. <br /> 1. Any imported fill shall be free of contaminants and meet the California Regional Water <br /> Quality Control Board and Department of Toxic Substances Control standards for <br /> screening levels prior to grading. Please contact Howard Hold by email at <br /> Howard.Hold@waterboards.ca.gov or by phone at (916) 464-4679 at the State of <br /> California Water Board, Region 5, to obtain approval prior to grading. <br /> 2. Deposition of any solid waste onto land will require a solid waste notification or permit <br /> with the EHD LEA prior to start of activities. Solid waste means all putrescible and non- <br /> putrescible solid, semisolid, and liquid wastes, including garbage, trash, refuse, paper, <br /> rubbish, ashes, industrial wastes, demolition and construction wastes, abandoned <br /> vehicles and parts thereof, discarded home and industrial appliances, dewatered, treated, <br /> or chemically fixed sewage sludge which is not hazardous waste, manure, vegetable or <br /> animal solid and semisolid wastes, and other discarded solid and semisolid wastes <br /> (Public Resources Code 40191). Solid waste includes inert debris such as concrete, <br /> asphalt, brick, and crushed glass (Title 14 CCR 17388). Solid waste includes <br /> nonhazardous petroleum contaminated soil (Title 14 CCR 17361). <br /> Any use (e.g., grading) of gravel, rock, soil, sand and similar, whether processed or not, <br /> that has never been used in connection with any structure, road, parking lot, or similar <br /> use does not require a solid waste notification or permit with the Environmental Health <br /> Department Solid Waste Local Enforcement Agency (EHD LEA) (Title 14 California Code <br /> of Regulations (CCR) section 17388.2(a)(1)). The applicant may contact Natalia <br /> Subbotnikova, Program Coordinator Solid Waste Program at (209) 468-0338 with any <br /> questions regarding the deposition of any solid waste into land. <br /> 3.
