Environmental Health Department <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: <br />Spill Location: <br />AT&T <br />CO0056210RP Mailing Address: <br />3707 DUCK CREEK DR, STOCKTON <br />Record ID#: <br />Program Element: <br />Oct 31, 2023Date: <br />Release/Spill Response (excluding Joint Team) <br />2546, <br />A hole was drilled into a service truck causing the release of a small, but unknown about of gasoline in an asphalt parking <br />lot. Some gasoline may have dripped into a nearby storm drain. <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />At 1702 Pacific Time I received an alert about the accidental discharge in the parking lot of the facility. After speaking to the <br />AT&T representative, Barbara Patton, it was determined that a hole was drilled into the gas tank of a service truck at an <br />unknown time during the day. This hole cause the discharge of gasoline, some of which appears to have dripped into a <br />nearby storm drain. The amount of gasoline discharged is unknown. Barbara sent a photo showing the discharge from the <br />truck. Patriot Environmental was called immediately upon discovery and are currently en route to clean-up the gasoline <br />discharge. <br />OBSERVATIONS: <br />VIOLATIONS: <br /> ■Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br /> □Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> □Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br /> □Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br /> □Other Violation <br />CORRECTIVE ACTIONS / ORDER: <br /> ■Investigate and abate contamination under the oversite of the appropriate lead agency. <br />Have the environmental clean-up decontaminate the asphalt and remove whatever gasoline possible from the storm <br />drain. <br /> ■Submit copies of hazardous waste manifests/disposal records to the EHD. <br />Send all manifest for hazardous waste generated during clean-up to the San Joaquin County Environmental Health <br />Department (EHD). <br /> □Other Correction <br />EHD 25-01 Rev. 9/16/2020 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATEPage 1 of 2 <br />1868 E.
