Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />October 16, 2023 <br /> Facility Address: <br /> 1015 E CHANNEL ST, STOCKTON <br /> Facility Name: <br /> PRODUCTION CAR CARE PROD <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. <br />OBSERVATION #1: 55 gallons of OMS Wax, 165 gallons of Cosmo Clean Re-Batch, 55 gallon drum of Cherry <br />Fragrance, 55 gallons of Formula C Spot Remover, 55 gallons of Servisol, 455 gallons of Super Stuff, 500 pounds <br />of Citric Acid, 110 gallons of Toman PA-14 Agetate, 240 gallons of foaming Aluminum Brightener, and 275 gallons <br />of Tomamine Sufacta, 110 gallons of Tung Oil were found on site that have not been reported to CERS. <br />OBSERVATION #2: The max daily amounts for Xylene, Turpentine, Tomadry E30, MPA-60 MS, <br />Monoethanolamine, Methyl Acetate, 142 Flash Solvent, Glycol Ether EB, Ethyl Alcohol, Dow Corning C2-0563 <br />Repellent, and D-Limonene are being under reported on the inventory in CERS. The max daily amounts need to be <br />updated to Xylene 275 gallons, Turpentine 240 gallons, Tomadry E30 110 gallons, MPA-60 MS 165 gallons, <br />Monoethanolamine 715 gallons, Methyl Acetate 330 gallons, 142 Flash Solvent 550 gallons, Glycol Ether EB 1100 <br />gallons, Ethyl Alcohol 165 gallons, Dow Corning C2-0563 Repellent 110 gallons, and D-Limonene 220. <br />REGULATION GUIDANCE: Any material that meets or exceeds the reportable quantity shall be reported in the <br />facility's business plan. <br />CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for <br />approval. <br />This is a repeat violation, Class II. <br /> 9 HSC 25508.2 Failed to annually review and certify that the HMBP is complete and accurate by the due date. <br />OBSERVATION: The business plan information has not been reviewed and resubmitted in the California <br />Environmental Reporting System (CERS) annually by the due date, January 15. The business plan was not <br />submitted for the years of 2021 and 2022. The business plan was submitted late on 3/24/2023 for the year of 2023. <br />This violation has been corrected. <br />REGULATION GUIDANCE: The hazardous materials inventory shall be submitted by January 15 of each calendar <br />year and may be submitted beginning November 1 of the previous year. <br />CORRECTIVE ACTION: Immediately log into the CERS at http://cers.calepa.ca.gov/, enter the correct or updated <br />information, and submit to the EHD for approval. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Conducted a Hazardous Materials Business Plan (HMBP) inspection. There were 2 violations found during the <br />inspection. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a <br />statement documenting the corrective actions that have been or will be taken for each violation, and any <br />supporting paperwork, by 11/15/2023. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign.
