Environmental Health Department Hazardous Materials Program Inspection Report Date: October 20, 2023 Facility Address: 2331 N TEEPEE DR, STOCKTON Facility Name: ONSITE ELECTRONICS RECYCLING SUMMARY OF VIOLATIONS (CLASS I, CLASS II, or MINOR - Notice to Comply) RemarksItem # 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. OBSERVATION: The Hazardous Materials Inventory forms for all materials were not complete. The largest container size, storage pressure, and storage temperature were not provided on the chemical fact sheet. Update the largest container size, storage pressure, and storage temperature for all the material listed on the inventory. REGULATION GUIDANCE :The Hazardous materials inventory information must be current and submitted as part of the business plan. CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. This is a minor violation. 9 HSC 25508.2 Failed to annually review and certify that the HMBP is complete and accurate by the due date. OBSERVATION: The business plan information has not been reviewed and resubmitted in the California Environmental Reporting System (CERS) annually by the due date, January 15. The business plan was submitted late on 5/10/2017 for the year of 2017. The business plan was submitted late on 4/23/2018 for the year of 2018. The business plan was submitted late on 4/8/2019 for the year of 2019. The business plan was submitted late on 3/9/2020 for the year of 2020. The business plan was submitted late on 4/27/2021 for the year of 2021. The business plan was submitted late on 5/12/2022. The business plan was submitted on time for the year of 2023. This violation has been corrected. REGULATION GUIDANCE: The hazardous materials inventory shall be submitted by January 15 of each calendar year and may be submitted beginning November 1 of the previous year. CORRECTIVE ACTION: Immediately log into the CERS at http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. This is a minor violation. Overall Inspection Comments: Conducted a Hazardous Materials Business Plan (HMBP) inspection. There were 2 violations found during the inspection. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by 11/19/2023. To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of having them sign.
