When a facility has a reportable quantity of
a hazardous material, you fall into the Hazardous Materials Business Plan (HMBP) program and are
required to make updates into the California Environmental Reporting System (CERS) within 30 days
of new ownership or any other changes such as chemical quantities as well as annual submittals.
Annual submittals for San Joaquin County are to be made between November 1 – January 15 to be
considered an on time submittal. For instance for the year 2024, the annual submittal is due between
November 1, 2023 – January 15, 2024. A full submittal is required which includes Facility Information,
Hazardous Materials Inventory and Emergency Response & Training Plans.

Updates in the CERS website has not yet been made for the new ownership.
