SAN,JOAQUIN <br />COUNTY— <br />Environmental Health Department <br />AMENDED <br />10/1112023 <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />MANTECA DENTAL CARE <br />Facility Address: <br />1007 S MAIN ST, MANTECA <br />Date: <br />September 27, 2023 <br />SUMMARY OF VIOLATIONS <br />(CLASS 1, CLASS II, or MINOR- Notice to Comply) <br />Item # <br />Remarks <br />202 <br />HSC 25189.5(a) Disposed or caused disposal of hazardous waste at an unauthorized point. <br />OBSERVATION: When asked, the Office Manager, Angelica Cintora, stated that used batteries are disposed of in <br />the trash. <br />REGULATION GUIDANCE: The disposal of any hazardous waste, or the causing thereof, is prohibited when the <br />disposal is at a facility which does not have a permit from the department issued pursuant to this chapter, or at any <br />point which is not authorized according to this chapter. Hazardous wastes shall be disposed of only by <br />transportation to a permitted hazardous waste treatment, storage, and disposal facility (TSDF) or other authorized <br />point. <br />CORRECTIVE ACTION: Immediately cease disposal of the batteries or any other hazardous/universal waste in the <br />trash. The office manager, Angelica Cintora said that she would cease the disposal of the batteries in the trash. <br />Provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. <br />This is a Class I violation. <br />705 <br />CCR 66273.33(c) Universal Waste Handler failed to properly manage mercury containing universal waste. <br />OBSERVATION: The facility is storing universal waste (UW) mercury -containing equipment in a way that does not <br />prevent a release of waste to the environment. The UW mercury -containing equipment (used filters) Is being <br />stored with out an appropriately filled out universal waste label. A universal waste label was not observed. <br />REGULATION GUIDANCE: Title 22 California Code of Regulations section 66273.33 Universal Waste <br />Management Requirements for Batteries, Lamps, and Mercury -Containing Equipment <br />CORRECTIVE ACTION: Place an appropriately filled out label on all universal waste. Describe how the mercury <br />containing -equipment was managed to prevent mercury release to the environment. Provide a corrective action <br />statement and supporting documentation to the San Joaquin County Environmental Health Department (EHD) <br />within 30 days. <br />This Is a Class II violation. <br />713 <br />CCR 66273.35 Universal Waste Handler stored waste onsite greater than one year or storage time unknown. <br />OBSERVATION: The facility could not demonstrate that universal waste has been stored on site for no longer than <br />one year. No evidence could be provided to demonstrate how long the used mercury containing filters had been <br />kept on site. <br />REGULATION GUIDANCE: Title 22 California Code of Regulations section 66273.35 Accumulation Time Limits <br />CORRECTIVE ACTION: Since it could not be demonstrated how long this UW was stored on site, immediately <br />dispose of this UW in accordance with Title 22 California Cade of Regulations.
