DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-00XX 1 <br />FORWARD, INC. <br />FORWARD LANDFILL <br />SAN JOAQUIN COUNTY <br />FINDINGS <br />The Central Valley Regional Water Quality Control Board (Central Valley Water Board) <br />hereby finds as follows: <br />Introduction <br />1.Forward, Inc., a subsidiary of Republic Services, Inc. (hereinafter referred to <br />jointly as “Discharger”) owns and operates the Forward Landfill (Facility), which is <br />located approximately 7 miles southeast of Stockton in San Joaquin County, <br />Section 3 and 10, Township 1 South, Range 7 East, Mount Diablo Base and <br />Meridian (MDB&M) and Section 34, Township 1 North, Range 7 East. The <br />Facility’s location is depicted on the Site Location Map in Attachment A. <br />2.The Facility is situated on a 744-acre property comprised of Assessor’s Parcel <br />Numbers (APNs) 181-150-07, 181-150-08, 181-150-09, 181-150-010, 201-060- <br />01, 201-060-02, 201-060-03, 201-060-04, 201-060-05 and 201-070-01. The <br />address associated with the Facility is 9999 South Austin Road, Manteca, <br />California 95336. The current permitted footprint is approximately 388 acres. <br />3.As the Facility’s owner and operator, the Discharger is responsible for <br />compliance with this Order, which prescribes Waste Discharge Requirements <br />(WDRs) regulating construction, monitoring, operation, closure, and post-closure <br />maintenance of the Waste Management Units (WMUs) listed in Table 1 and <br />Attachment G. <br />Table 1—Summary of Waste Management Units (WMUs) <br />Permitted under Order <br />Unit Size <br />(acres) <br />Liner/LCRS Class Status <br />WMU A 8.0 Four trenches with <br />a compacted clay <br />liner and dendritic <br />LCRS.
