DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-00XX 11 <br />FORWARD, INC. <br />FORWARD LANDFILL <br />SAN JOAQUIN COUNTY <br />petroleum hydrocarbons can be transformed to a ‘nonhazardous solid waste’ in <br />the treatment unit. There are currently no active soil Land Treatment Units <br />(LTUs) at the site. Soil LTUs are no longer permitted on the site. <br />Alternative Daily Cover / Intermediate Cover <br />(Operating Landfill Units) <br />25.In lieu of the daily cover required per Title 27 section 20680, the Discharger <br />proposes to use an approved alternative daily cover (ADC) (see Title 27, <br />secs. 20690 and 20705), which consists of nonhazardous ash and cement kiln <br />dust, pre-processed treated auto shredder waste, pre-processed construction <br />and demolition (C&D) waste, shredded tires, compostable materials (off- <br />specification and delivered by generator), processed green material, and <br />geosynthetic tarps. <br />26.In accordance with Title 27 section 20705, Discharger has demonstrated that its <br />proposed ADC materials: (a) will minimize percolation of liquids through waste <br />and are (b) consistent with the classification of the WMUs to which they are to be <br />applied. The approved ADC material constituents and breakdown products are <br />also included as part of the WQPS set forth in the MRP. <br />27.The materials approved for use as ADC are as follows: <br />a.Nonhazardous ash and cement kiln dust <br />b.Pre-processed treated auto shredder waste <br />c.Pre-processed construction and demolition waste <br />d.Shredded tires <br />e.Compostable materials <br />f.Processed green materials <br />g.Geosynthetic tarps <br />28.The proposed ADC has already been approved by the Local Enforcement <br />Agency (LEA). Central Valley Water Board concurs that the proposed ADC <br />meets applicable requirements in accordance with Title 27 section 20690, <br />subdivision (b), and section 20705. <br />29.Intermediate cover generally consists of soil placed and compacted to a depth of <br />at least 12 inches.
