DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-00XX 73 <br />FORWARD, INC. <br />FORWARD LANDFILL <br />SAN JOAQUIN COUNTY <br />STANDARD PROVISIONS & REPORTING REQUIREMENTS <br />2.Leachate and landfill gas condensate collected from a waste management <br />unit shall be discharged to the unit from which it came, or discharged to an <br />appropriate waste management unit in accordance with Title 27 and in a <br />manner consistent with the waste classification of the liquid [Title 27, <br />§ 20200(d) and § 20340(g)]. <br />3.The discharge of leachate or landfill gas condensate is restricted to those <br />portions of a waste management unit that has a composite liner system <br />and LCRS meeting the Federal Subtitle D requirements [40 C.F.R. <br />§ 258.28]. <br />4.Leachate and condensate returned to a composite-lined landfill unit (when <br />approved by this Order) shall be discharged and managed such that it <br />does not cause instability of the waste, does not cause leachate seeps, <br />does not generate additional landfill gas that is not extracted from the <br />landfill by an active landfill gas extraction system, does not cause <br />contaminants to enter surface water runoff, and does not cause leachate <br />volumes to exceed the maximum capacity of the LCRS. <br />5.Any discharge of waste outside the portion of the landfill that was already <br />covered with waste as of the landfill unit’s respective Federal Deadline <br />constitutes a “lateral expansion” and requires the installation of an <br />approved composite liner system and LCRS [40 C.F.R. § 258.40(b)]. <br />6.Wastes shall be discharged only into waste management units specifically <br />designed for their containment and/or treatment, as described in this <br />Order. <br />7.The discharge shall remain within the designated disposal area at all <br />times. <br />8.The discharge of waste shall not cause a nuisance condition [Wat. Code, <br />§ 13050(m)]. <br />E.Standard Facility Specifications <br />1.All waste management units shall be designed, constructed, and operated <br />to ensure that wastes, including leachate, will be a minimum of 5 feet <br />above the highest anticipated elevation of underlying groundwater <br />[Title 27, § 20240(c)], including the capillary fringe. <br />2.Surface and subsurface drainage from outside of a waste management <br />unit shall be diverted from the unit [Title 27, § 20365(e)].
