DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-00XX 89 <br />FORWARD, INC. <br />FORWARD LANDFILL <br />SAN JOAQUIN COUNTY <br />STANDARD PROVISIONS & REPORTING REQUIREMENTS <br />28.The groundwater monitoring system shall include a sufficient number of <br />monitoring points, installed at appropriate locations, to yield groundwater <br />samples from the uppermost aquifer that represent the quality of <br />groundwater that has not been affected by a release from the waste <br />management unit [Title 27, § 20415(b)(1)(A)]. <br />29.The Detection Monitoring Program shall include a sufficient number of <br />monitoring points, installed at appropriate locations and depths to yield <br />groundwater samples from the uppermost aquifer that represent the <br />quality of groundwater passing the point of compliance to allow the <br />detection of a release from the waste management unit [Title 27, <br />§ 20415(b)(1)(B)1.]. <br />30.Additional monitoring points shall be added as necessary to provide the <br />best assurance of the earliest possible detection of a release from the <br />waste management unit [Title 27, § 20415(b)(1)(B)2.]. <br />31.The Detection Monitoring Program shall also include a sufficient number <br />of monitoring points installed at appropriate depths and locations to yield <br />groundwater samples from other aquifers or perched zones not already <br />monitored to provide the earliest possible detection of a release from the <br />waste management unit [Title 27, §§ 20415(b)(1)(B)3. and 4., and <br />20420(b)]. <br />32.A surface water monitoring system shall be established to monitor each <br />surface water body that could be affected by a release from the waste <br />management unit [Title 27, § 20415(c)]. <br />33.An unsaturated zone monitoring system shall be established for each <br />waste management unit [Title 27, § 20415(d)]. <br />34.The Discharger shall notify Central Valley Water Board staff within <br />seven days if fluid is detected in a previously dry LCRS, unsaturated zone <br />monitoring system, or if a progressive increase is detected in the volume <br />of fluid in a LCRS [Title 27, § 21710(c)(3)]. <br />35.Driller’s logs for all monitoring wells shall to be submitted to the Central <br />Valley Water Board and the Department of Water Resources [Wat. Code, <br />§ 13751 and Title 27, § 20415(b)(3)]. <br />36.Groundwater elevation, temperature, electrical conductivity, turbidity, and <br />pH are to be accurately measured at each well each time groundwater is <br />sampled [Title 27, § 21415(e)(13)].
