DRAFT [TENTATIVE] MONITORING & REPORTING PROGRAM R5-2023-XXXX 17 <br />FORWARD, INC. <br />FORWARD LANDFILL <br />SAN JOAQUIN COUNTY <br />(Old Austin Road Landfill). Surface water limits are based on inter- <br />station tolerance limits. All tolerance limits are based on a Type I <br />error rate of alpha – 0.01 and a coverage of 95%. <br />Concentration Limits shall be proposed and/or updated by the <br />Discharger every two years, in the Annual Monitoring Report <br />submitted per Section E.2. As of the date of this Order, <br />Concentration Limits were last specified in Fourth Quarter 2021/ <br />Annual Water Quality Monitoring Report submited on February <br />2022, and shall be updated again as part of the 2023 Annual <br />Monitoring Report, and again every two years thereafter. <br />With the completion of WMU FU-19, the various landfill units are <br />considered contiguous units for the purpose of groundwater <br />monitoring. The Discharger shall update concentration limits based <br />on inter-well tolerance limits. Revised concentration limits shall be <br />developed and updated thereafter once additional Point of <br />Compliance groundwater monitoring wells have been established <br />per the 15 March 2023 Revised Work Plan for Additional <br />Groundwater Monitoring Well Installations at the Point of <br />Compliance at Forward Landfill report. <br />Several proposed notable Concentration Limits, as set forth in the <br />2021 Annual Report, are set forth below in Table 15 and Table 17.7 <br />If the Discharger fails to submit periodically updated concentration <br />limits, as provided in this MRP, the existing contractions limits shall <br />remain operative, provided that, where appropriate, the Executive <br />Officer may revert to lower concentrations where warranted based <br />on existing monitoring data. <br />Table 15—Groundwater Concentration Limits for Southern Half (Old <br />Forward Landfill) <br />Well Analysis pH <br />(std units) <br />Barium <br />(mg/L) <br />Chloride <br />(mg/L) <br />Nitrate <br />as N <br />(mg/L) <br />Sulfate <br />(mg/L) <br />TDS <br />(mg/L) <br />MW-1 Intrawell 6.28-8.27 0.720 174 7.4 68.2 1,044 <br />7 The Concentration Limits set forth in Table 15 is only a partial list of values that are provided for general <br />informational purposes only.
