UNION RD. <br />MANTECA, CA 95336- <br />Four drums behind building, possibly leaking hazardous waste. The property was the location of an auto-shop previously. <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />On 11/9/23, four 55-gallon steel drums were observed behind the shop and viewable from the sidewalk. Three of drums are <br />black/rust-colored and the fourth is blue. The drums do not have any observable labels and appear to be leaking an oily <br />substance that is staining the surrounding ground. The property is now vacant but an auto-shop was operating there <br />previously.------------------------------------------------------------------------------------------ <br />* Violation: Discharge of any Waste. Accidental discharge of an oily substance from drums behind the former auto-shop. <br />Discharge is staining surrounding soil. <br />Corrective Action- Make a hazardous waste determination for the contaminated soil. Properly clean-up and remove the <br />contaminated soil. Present manifest/receipts to the Environmental Health Department (EHD).----------------------------------------- <br />--- <br />* Violation: Improper Disposal of Hazardous Waste. Four 55-gallon drums with, some with an oily liquid leaking on to the <br />ground. Three of the drums were steel black/rust-colored and the other was a steel blue drum with a bulging top. Ground <br />around the drums was seen to be heavily stained. Drums did not have any labeling or anything to indicate the accumulation <br />start date or contents. <br />Corrective Action- Make a determination as to the contents of the drums. Label the drums appropriately based on the <br />hazardous waste determination.
