10 Site Life Estimate <br /> The site life estimate in the current JTD is 50 years. As described previously in Section 4 of this <br /> report, it is estimated that the life of the landfill maybe extended 1-2 years because of the <br /> reduction in organics. <br /> 11 Ancillary Facilities <br /> The County is currently in the process of developing a strategic plan for solid waste facilities in <br /> the County. Potential facilities that could be included in the plan are a compost facility and <br /> possibly an anaerobic digestor for organics. In addition,the City of Manteca recently installed a <br /> food separator that is expected to handle dedicated food waste and process it through the Cities <br /> Wastewater Treatment facilities to generate CNG. <br /> 12 Cost Estimates for Closure and Post Closure Maintenance <br /> The only real significant impact to Closure and Post Closure costs will be the increased cost due <br /> to the additional year or two of operation before closure. The overall construction,dimensions, <br /> location,and features of the landfill both current and ultimate buildout are largely unaffected by <br /> the reduction in organics loading.Given that these costs are a minimum of 50 years away,it is of <br /> no value to speculate on the degree of these changes. <br /> 13 Financial Assurance Mechanisms <br /> The financial assurance mechanism in place is intended to insure that the County has sufficient <br /> funds in place to appropriately close the landfill upon it's ultimate filling,and to insure that funds <br /> are available for appropriate long term maintenance. Those mechanisms are already in place and <br /> funding is confirmed as required each year. The nominal changes in ultimate closure due to the <br /> reduction in Organics will be refined over time,and as that is born out by use and real data, <br /> appropriate adjustments will be made as needed. <br /> 14 - Authors Comments <br /> The effort to reduce organics in landfills has it own benefits,and is certainly a worthy goal. But to <br /> be of any value a report like the one requested needs to be based upon some facts. Given that <br /> SB1383 is still in the early implementation stage,it is premature to attempt to quantify impacts <br /> to the extent proposed in the legislation. Certainly,there will be some impacts but the extent of <br /> impacts solely due to reduction in organics is seemingly overstated. Plus,the variety of factors <br /> that can have significant impacts on the solid waste stream are in most cases larger than the <br /> singular organics impact. Bottom line it seems like it would have made more sense to focus on <br /> identifying real data and facts over the long term that would provide more bearing on the actual <br /> benefits than the pile of estimations requested in this document. <br /> 8 <br />
