I Site Development - Potential Impacts due to SB 1383 <br /> Site development of North County Sanitary Landfill (NCSL) is planned to continue within the <br /> property currently approved and permitted for the expansion and growth of the landfill. Most <br /> material brought to the landfill is either source separated (municipal waste)or sorted on site at <br /> the recycling center. Hence the bulk of green waste is already removed from the waste stream. <br /> Food waste while it may constitute a proportion by weight has little effect on the volume and <br /> hence any change in the food waste stream promoted by SB1383 is not expected to have a <br /> significant effect upon the development of the site which is primarily driven by volume aka air <br /> space consumed. <br /> 2 Waste types / volumes <br /> Source data for North County Landfill is broken down into three primary sources. They include: <br /> Direct Haul, Lovelace Transfers, Recycling Facility Transfers,and contaminants from the onsite <br /> green/wood waste processing facility. Each group is described below with the exception of the <br /> last group which is less than 0.25% of the overall quantity and is largely inert materials. <br /> Direct Haul - Direct haul is a mix of commercial and residential waste that is hauled by <br /> commercial haulers and disposed of directly at the active face. Most of this material is source <br /> separated. <br /> Lovelace Transfers -The County operates the Lovelace transfer station which receives <br /> residential and commercial waste deposited by commercial collectors and self haulers. Most of <br /> the commercial collectors are source separated and material brought by self haulers is subject to <br /> basic separation on site that removes typical green waste and common recycleable items such <br /> as white goods,tires,wood, mattresses, metals and clean green waste. <br /> Recycling Facility- Material from self-haul and small commercial haulers are separated on site. <br /> The three beneficial use categories which are reported regularly are described briefly below. The <br /> remaining material is hauled from the recycling center and placed in the landfill. <br /> Salvaged Material - Metal, mattresses,oil and other common recyclable materials <br /> Compostables- Green waste and wood is sorted and ground on site. Some is converted <br /> for use as landscape treatment/bark and some is used for erosion control onsite. The <br /> remainder is hauled to a composting facility. Contaminated material is landfilled. <br /> Inerts- Construction debris such as concrete, brick rock and similar material is separated <br /> on site,and repurposed for construction of haul roads,winter pads and other similar uses. <br /> Figure 1 below shows the tonnages landfilled for most recent three years of the three categories <br /> described above. Note that spring 2020 was the beginning of the COVID crisis and for several <br /> months at the beginning of that operations were modified to accommodate staffing and <br /> operating limitations. <br /> 2 <br />
