STATE WATER RESOURCES CONTROL BOARD - 8 - <br /> ORDER <br /> 8 - <br /> ORDER WQ 2014-0153-DWQ <br /> GENERAL WASTE DISCHARGE REQUIREMENTS <br /> FOR SMALL DOMESTIC WASTEWATER TREATMENT SYSTEMS <br /> APPLICATION PROCESS <br /> 21 . Dischargers seeking coverage under this General Order shall file an ROWD with the <br /> appropriate Regional Water Board. The application process is summarized in <br /> Attachment A. Some Regional Water Boards may provide procedures for electronic <br /> submittal of application documents. An ROWD consists of: <br /> a. A completed Form 200, which is available at: <br /> http://www.waterboards.ca.gov/publications forms/forms/docs/form200.pdf . <br /> b. An application fee that serves as the first annual fee. Fees are based on threat <br /> and complexity ratings, and the treatment technology employed. Threat and <br /> complexity ratings are defined in the fee schedule listed in California Code of <br /> Regulations, title 23, section 2200 and also available at: <br /> <http://www.waterboards.ca.gov/resources/fees/docs/ fy1112fee_schdl_wdr.pdf>. <br /> c. A technical report that describes the wastewater generation, treatment, storage, <br /> and disposal. Submittal of the report in the recommended format provided in <br /> Attachment B1 will allow for an expedited review by Regional Water Board staff. <br /> (Some Regional Water Boards' staff may have different or additional technical <br /> report requirements in addition to Attachment B1. An applicant is advised to <br /> inquire with the Regional Water Board staff before performing investigations <br /> and/or preparing the technical report.) <br /> Upon review of the ROWD, Regional Water Board staff will determine if coverage <br /> under this General Order is appropriate. The Regional Water Board's Executive <br /> Officer will issue a Notice of Applicability (NOA) when coverage under this General <br /> Order has been authorized. The NOA will contain the necessary site-specific <br /> monitoring and reporting requirements. <br /> 22. Dischargers covered by WQO 97-10-DWQ or another administrative mechanism may <br /> continue discharging under that authority until notified of the need to update their <br /> coverage by the State Water Board or Regional Water Board. <br /> 23. Although a Discharger may be eligible for coverage under this General Order, the <br /> appropriate Regional Water Board Executive Officer may determine that the discharge <br /> would be better regulated by a waiver of WDRs, individual WDRs, a different general <br /> order, an enforcement order, or a National Pollutant Discharge Elimination System <br /> (NPDES) Permit. <br /> ANTIDEGRADATION ANALYSIS <br /> 24. State Water Board Resolution 68-16, the Statement of Policy with Respect to <br /> Maintaining High Quality of Waters in California (hereafter the Antidegradation Policy) <br /> requires that disposal of waste into the waters of the state be regulated to achieve the <br /> highest water quality consistent with the maximum benefit to the people of the state. <br /> The quality of some waters is higher than established by adopted policies and that <br /> higher quality water shall be maintained to the maximum extent possible consistent <br /> with the Antidegradation Policy.
