<br /> GENERAL WASTE DISCHARGE REQUIREMENTS
<br /> FOR SMALL DOMESTIC WASTEWATER TREATMENT SYSTEMS
<br /> pathogenic bacteria, and are easy to detect and quantify. Disinfection of
<br /> wastewater is not required in every situation, such as when the wastewater
<br /> application is performed in such a way that public contact is minimized through
<br /> physical controls and/or notification.
<br /> When needed, disinfection can be performed in a number of ways. The title 22
<br /> water recycling criteria lists disinfection requirements for specific activities. To
<br /> ensure the disinfection is effective, the model MRP provided as Information
<br /> Sheet Attachment C includes monitoring that can be implemented to verify
<br /> compliance with effluent limits.
<br /> 30. Compliance with the General Order, the NOA, DDW requirements, and any mitigation
<br /> measures will ensure compliance with the applicable Basin Plan.
<br /> TITLE 27 EXEMPTION
<br /> 31. The wastewater treatment, storage, and disposal activities described in this General
<br /> Order are exempt from the requirements of Consolidated Regulations for Treatment,
<br /> Storage, Processing, or Disposal of Solid Waste in California Code of Regulations,
<br /> title 27, division 2, Subdivision 1, section 20005, et seq. The activities are exempt
<br /> from the requirements of title 27 so long as the activity meets, and continues to meet,
<br /> all preconditions listed below. (Cal. Code Regs., tit. 27, § 20090.)
<br /> a. Sewage—Discharges of domestic sewage or treated effluent which are regulated
<br /> by WDRs issued pursuant to California Code of Regulations, title 23, division 3,
<br /> chapter 9, or for which WDRs have been waived, and which are consistent with
<br /> applicable water quality objectives, and treatment or storage facilities associated
<br /> with municipal wastewater treatment plants, provided that residual sludge or solid
<br /> waste from wastewater treatment facilities shall be discharged only in accordance
<br /> with the applicable State Water Board promulgated provisions of this division.

<br /> b. Wastewater—Discharges of wastewater to land, including but not limited to
<br /> evaporation ponds, percolation ponds, or subsurface leach fields if the following
<br /> conditions are met:
<br /> (1) the applicable Regional Water Board has issued WDRs, reclamation
<br /> requirements, or waived such issuance;
<br /> (2) the discharge is in compliance with the applicable water quality control
<br /> plan; and
<br /> (3) the wastewater does not need to be managed according to, California
<br /> Code of Regulations, title 22, division 4.5, chapter 11, as a hazardous
<br /> waste. (Cal. Code Regs., tit. 27, § 20090(b).)
<br /> c. Underground Injection—Discharges of waste to wells by injection pursuant to the
<br /> Underground Injection Control Program established by the USEPA under the
<br /> Safe Drinking Water Act, 42 US Code section 300(h), see Code of Federal
<br /> Regulations title 40, Parts 144 to 146. (Cal. Code Regs., tit. 27, § 20090(c).)
