STATE WATER RESOURCES CONTROL BOARD - 13 - <br /> ORDER <br /> 13 - <br /> ORDER WQ 2014-0153-DWQ <br /> GENERAL WASTE DISCHARGE REQUIREMENTS <br /> FOR SMALL DOMESTIC WASTEWATER TREATMENT SYSTEMS <br /> b. For new or expanding Small Domestic Systems, the State Water Board <br /> considered the environmental impacts associated with the adoption of this <br /> General Order and prepared an Initial Study in accordance with California Code <br /> of Regulations, title 14 section 15063. Analysis in the Initial Study and early <br /> consultation with responsible and trustee agencies did not identify any significant <br /> impacts on the environment. Therefore, a Negative Declaration was prepared. <br /> The State Water Board adopted the Negative Declaration (Resolution 2014-0054) <br /> on September 23, 2014. <br /> c. New or expanding systems are subject to further CEQA evaluation on a site- <br /> specific basis by local agencies performing CEQA evaluations of proposed <br /> projects. The potential significant environmental impacts from discharges of <br /> domestic wastewater can be mitigated to less than significant impacts by <br /> compliance with this General Order, the NOA, and any mitigation measures <br /> adopted by local agencies. <br /> OTHER REGULATORY ISSUES <br /> 33. Dischargers that meet the criteria for coverage under State Water Board Order <br /> No. 2006-0003-DWQ, Statewide General Waste Discharge Requirements for Sanitary <br /> Sewer Systems, or updated order, are required to obtain coverage. <br /> 34. Consistent with Water Code section 13241, the State Water Board, in establishing the <br /> requirements contained herein, considered factors including, but not limited to, the <br /> following: <br /> a. Past, present, and probable future beneficial uses of water. <br /> b. Environmental characteristics of the hydrographic unit under consideration, <br /> including the quality of water available thereto. <br /> c. Water quality conditions that could reasonably be achieved through the <br /> coordinated control of all factors which affect water quality in the area. <br /> d. Economic considerations. <br /> e. The need for developing housing within the region(s). <br /> f. The need to develop and use recycled water. <br /> 35. Water Code section 13263(1) states, The State Water Board or a Regional Water <br /> Board may prescribe general WDRs for a category of discharges if the State Water <br /> Board or that Regional Water Board finds or determines that all of the following criteria <br /> apply to the discharges in that category: <br /> 1) The discharges are produced by the same or similar operations. <br /> 2) The discharges involve the same or similar types of waste. <br /> 3) The discharges require the same or similar treatment standards. <br /> 4) The discharges are more appropriately regulated under general WDRs than <br /> individual WDRs. <br /> September 23, 2014 <br />
