STATE WATER RESOURCES CONTROL BOARD - 30 - <br /> ORDER <br /> 30 - <br /> ORDER WQ 2014-0153-DWQ <br /> GENERAL WASTE DISCHARGE REQUIREMENTS <br /> FOR SMALL DOMESTIC WASTEWATER TREATMENT SYSTEMS <br /> The SAP shall be maintained at the treatment facility and shall be presented to the <br /> Regional Water Board staff upon request or as required by the NOA. <br /> c. Within 90 days of the issuance of an NOA directing preparation, the Discharger <br /> shall submit and implement a Sludge Management Plan. At a minimum, the plan <br /> shall describe the following: <br /> i. Estimate the amount of sludge and scum that will be generated. <br /> ii. Describe how sludge, scum, and supernatant will be stored and disposed <br /> of to protect groundwater quality. <br /> iii. If sludge will be subject to further treatment, describe the treatment and <br /> storage requirements. <br /> iv. Describe cleaning of digesters or storage vessels and the treatment and <br /> disposal of the residuals. If drying of residuals is planned, describe how <br /> that will be performed to prevent nuisance odors, prevent vectors, and <br /> protect groundwater quality. <br /> The Sludge Management Plan shall be maintained at the treatment facility and <br /> shall be presented to the Regional Water Board staff upon request or as required <br /> by the NOA. <br /> d. If directed by the Regional Water Board Executive Officer pursuant to Water <br /> Code section 13267, a discharger shall prepare and submit a Salt and Nutrient <br /> Management Plan, to ensure that the overall impact of treated wastewater <br /> and/or water recycling projects does not degrade groundwater resources. <br /> Unless otherwise directed by the Regional Water Board Executive Officer, in <br /> lieu of developing an individual Salt and Nutrient Management Plan the <br /> discharger shall participate in a Regional Water Board's existing salt and <br /> nutrient management planning effort to meet the requirements of this provision. <br /> 2. For All Wastewater Systems: <br /> a. Bypass (the intentional diversion of waste streams from any portion of a <br /> treatment facility) is prohibited. The Regional Water Board and/or the Executive <br /> Officer may take enforcement action against the Discharger for bypass unless: <br /> i. Unavoidable and/or Unscheduled Bypass <br /> 1. Bypass was unavoidable to prevent loss of life, personal injury, or <br /> severe property damage. (Severe property damage means <br /> substantial physical damage to property, damage to the treatment <br /> facilities that causes them to become inoperable, or substantial and <br /> permanent loss of natural resources that can reasonably be <br /> expected to occur in the absence of a bypass.
