STATE WATER RESOURCES CONTROL BOARD - 36 - <br /> ORDER <br /> 36 - <br /> ORDER WQ 2014-0153-DWQ <br /> GENERAL WASTE DISCHARGE REQUIREMENTS <br /> FOR SMALL DOMESTIC WASTEWATER TREATMENT SYSTEMS <br /> b. Unless otherwise approved by the Regional Water Board's Executive Officer, all <br /> analyses shall be conducted at a laboratory certified for the analyses by the DDW <br /> Environmental Laboratory Accreditation Program. If a certified laboratory is not <br /> available to the Discharger, analyses performed by a noncertified laboratory will <br /> be accepted provided an acceptable Quality Assurance/Quality Control Program is <br /> instituted by the laboratory. A manual containing the steps followed in this <br /> program must be kept in the laboratory and shall be available for inspection by <br /> Regional Water Board staff. The Quality Assurance/Quality Control Program must <br /> conform to USEPA guidelines or to procedures approved by the Regional Water <br /> Board. <br /> c. The results of any monitoring done more frequently than required by an MRP shall <br /> be reported in the next regularly scheduled monitoring report. Values obtained <br /> through additional monitoring shall be used in calculations as appropriate. <br /> d. Treated wastewater samples shall be collected downstream of all treatment works <br /> where a sample representative of the discharge can be obtained prior to disposal. <br /> In some cases, it may be necessary to collect samples for different analyses from <br /> different sampling locations (e.g. immediately downstream of a disinfection system <br /> for pathogens). <br /> e. The Discharger shall furnish, within a reasonable time, any information the <br /> Regional Water Board's staff may request to determine whether cause exists for <br /> modifying, revoking, reissuing, or terminating the Discharger's coverage under this <br /> General Order. The Discharger shall also furnish to the Regional Water Board's <br /> staff upon request, copies of records required to be kept by this General Order. <br /> f. All noncompliance issues shall be reported with the next regularly scheduled <br /> monitoring report in addition to any other reporting requirements. <br /> g. The Discharger shall retain records of all monitoring information, including all <br /> calibration and maintenance records, all original strip chart recordings of <br /> continuous monitoring instrumentation, copies of all reports required by this <br /> General Order, and records of all data used to complete the application for this <br /> General Order. Records shall be maintained for a minimum of 3 years from the <br /> date of the sample, measurement, report, or application. This period may be <br /> extended during the course of any unresolved litigation regarding this discharge or <br /> when requested by the Regional Water Board's Executive Officer. <br /> h. All monitoring and analysis instruments and devices used by the Discharger to <br /> fulfill the prescribed MRP shall be properly maintained and calibrated as <br /> recommended by the manufacturer to ensure their continued accuracy. <br /> i. The Discharger shall construct all groundwater monitoring wells to meet or exceed <br /> the standards stated in Department of Water Resources' Bulletins 74-81, 74-90, <br /> and subsequent revisions unless deviation is approved by the Regional Water <br /> Board's staff or local well construction enforcing agency, and shall comply with the <br /> reporting provisions for wells.
