ATTACHMENT 1 <br /> NITROGEN EFFLUENT LIMIT EVALUATION <br /> ORDER WQ 2014-0153-DWQ <br /> GENERAL WASTE DISCHARGE REQUIREMENTS <br /> FOR SMALL DOMESTIC WASTEWATER TREATMENT SYSTEMS <br /> Introduction <br /> The nitrogen effluent limit will only be imposed where required to protect beneficial uses of <br /> groundwater and surface water and shall not be selected as a default to add water quality <br /> protection where the added expense of nitrogen control is not required. It is the discharger's <br /> responsibility to provide adequate information to allow the evaluation of the need for additional <br /> treatment. <br /> Each of the five site-specific considerations listed below shall be considered when evaluating a <br /> discharge and the need for nitrogen control. The site-specific conditions are further discussed <br /> on the explanation sheets. If each of the site-specific considerations is favorable (as discussed <br /> individually below), the facility is not required to meet an effluent limit for nitrogen. <br /> The attached flow charts provide a method to evaluate the discharge and the receiving <br /> environment to determine the applicability of a nitrogen effluent limit. Evaluation of the need <br /> for a nitrogen effluent limit is a two-step process. In the first step, applicability of a nitrogen <br /> effluent limit is determined based on the flow rate and site-specific characteristics of the <br /> receiving environment; in the second step effluent limits are selected based on further <br /> evaluation of level of threat related to the site-specific characteristics of the discharge and the <br /> receiving environment. <br /> To begin the evaluation start at "Step A: Flow and Site-Specific Considerations," on the <br /> following page. <br /> September 23, 2014 <br />
