Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />December 19, 2023 <br /> Facility Address: <br /> 2211 NAVY DR, STOCKTON <br /> Facility Name: <br /> CONTRACT COATINGS CORP <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 8 HSC 25505(a)(4) Failed to establish and electronically submit a reasonable or an adequate training program. <br />OBSERVATION: A training program was not submitted into the California Environmental Reporting System (CERS). <br />REGULATION GUIDANCE: Training programs for all employees and annual training, including refresher courses, <br />shall include familiarity with the facility's Emergency response plans and procedures in the event of a release or <br />threatened release of a hazardous material. Training shall cover, but not limited to, all of the following: <br />(A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified <br />program agency. <br />(B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br />persons, property, or the environment. <br />(C) Evacuation plans and procedures, including immediate notice, for the business site. <br /> These training programs may take into consideration the position of each employee. <br />CORRECTIVE ACTION: A training plan was uploaded into CERS as part of the Emergency Response Contingency <br />Plan. <br />This is a repeat violation, Class II. <br /> 9 HSC 25508.2 Failed to annually review and certify that the HMBP is complete and accurate by the due date. <br />OBSERVATION: The business plan information has not been reviewed and resubmitted in the California <br />Environmental Reporting System (CERS) annually by the due date, January 15. <br />- 2023 business plan submittal was submitted late on 2/15/2023 <br />- 2022 business plan submittal was submitted late on 5/13/2022 <br />- 2021 business plan submittal was submitted late on 5/13/2022 <br />REGULATION GUIDANCE: The hazardous materials inventory shall be submitted by January 15 of each calendar <br />year and may be submitted beginning November 1 of the previous year. <br />CORRECTIVE ACTION: This was corrected on site. A submittal was made into the CERS at <br />http://cers.calepa.ca.gov/, verified the correct information, and submitted to the EHD for approval. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Conducted a Hazardous Materials Business Plan (HMBP) inspection. There were four violation(s) during the <br />inspection. All violations were corrected on site during the inspection. No additional follow up is required. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br />($162).
