OBSERVATION:An approved copy of the monitoring plans were not available for inspection. REGULATION GUIDANCE:A copy of these plans shall be accessible on site at all times. CORRECTIVE ACTION: This was corrected on site. This is a repeat violation, Class II. 208 CCR 2716(a-e) Failure to comply with the designated operator inspection requirements. OBSERVATION: The designated operator failed to check and note the correct test dates for the routine Secondary Containment test on the designated operator inspection reports. The date is left blank. The correct date for Secondary Containment testing is 05/09/2023. REGULATION GUIDANCE: During the inspection, the designated operator shall check that all required testing and maintenance for the UST system have been completed and document the dates they were done. CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of the required information on the reports. ----------------------------------------------------------------------- OBSERVATION: The designated operator failed to visually inspect the containment sumps with fuel alarms for leaks,water, or debris during the visual inspection. REGULATION GUIDANCE: During the inspection, the designated operator shall visually inspect all spill containers, fill pipes,fill caps, and UDC sumps, and any tank top sump that had an alarm for which there is no record of a service visit,for damage, and for the presence of leaks,water, or debris, and check that the sensors are located properly. CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are inspecting all of the required areas and noting it on the on the reports. This is a repeat violation, Class ll. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by February 24, 2024 . Note: Overfill prevention equipment testing is due 01/31/2024. To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of having them sign.
