Closed Disposal Site Inspection Report (188)
Enforcement Agency: County of San Joaquin
SWIS Facility File Number(99-xx-9999) Inspection Date Program Code
39-CR-0022 19/19/2016 LEA Periodic
Time In Time Out Inspection Time
Facility Name Received By
Pilkington North America, Inc. ASP/RWM Properties ETAL
Facility Location Owner Name
500 E Louise Ave., Lathrop,ca, Lathrop
95330
Inspector Also Present(Name)
Harprit Mattu
THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF DIVISION W OF PUBLIC RESOURCES CODE(PRC)AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS(CCR)
No Violations or Areas of Concern
V A Regulations
X 20750 -Site Maintenance
Comments:Vegetation on the southwest corner of parcel 19812008 has increased to levels which make it
difficult to inspect this area to ensure all trenches have been filled and their waste piles removed.
-Vegetation onsite must be maintained at a level which allows the cover to be inspected. Decrease vegetation
onsite and ensure that vegetation is maintained to prevent overgrowth.
x 20530 -Site Security
Comments: Due to vegetation growth and the accumulation of dead vegetation, visibility of the remaining open
trenches on the southwest corner of parcel 19812008 (outside of perimeter fence) has significantly decreased.
A.The site shall be designed to discourage unauthorized access by persons and vehicles by using a perimeter
barrier or topographic constraints. Areas within the site where open storage or ponding of hazardous materials
occurs shall be separately fenced or otherwise secured as determined by the EA. The EA may also require that
other areas of the site be fenced to create an appropriate level of security.
B. Back-fill remaining open trenches with clean soil. Waste piles must be tested prior to disposal. Submit
evidence of proper sampling and disposal of waste piles.
Inspection Report Comments:
Notes:
1.)Trench T29 located on the southwest corner of parcel 19812008 along the perimeter fence has been closed. 1 small
trench (T83)was observed open along the perimeter fence line. Due to high vegetation levels, it was very difficult to
determine if all trenches have been closed and any applicable waste piles have been removed.
2.)Submit evidence of proper sampling and disposal for all waste piles removed from parcel 19812008.
3.) Previous location of the 2 large waste pits on the southwest side of parcel 19812009 has been graded.
4.)Vegetation levels on parcel 19812009 were low.
CalRecycle Solid Waste Information System(SWIS) 1 of 1
