<br />Site Assessment Report <br />Former SAN JOAQUIN COGENERATION <br />17200 Murphy Parkway, Lathrop, San Joaquin County, California <br />(APN 198-120-05) <br /> <br /> <br />1.0. INTRODUCTION <br /> <br />At the request of Heorot Power Holdings LLC (“HPH”), Advanced GeoEnvironmental, Inc. <br />(AGE) has prepared this Site Assessment Report for the property located at <br />17200 Murphy Parkway, Lathrop, California (herein referred to as site or subject <br />property). <br /> <br />The scope of work included a geophysical survey, advancement of forty-three (43) soil <br />borings, installation of four (4) shallow-screened groundwater monitoring wells (MW -1 <br />through MW -4), a location and elevation survey of borings and wells, removal of <br />investigation derived waste and preparation of this report. The scope of work was <br />performed to: 1) identify and evaluate areas on the site that are comprised of unpermitted <br />landfill waste which may have resulted in discharge of pollution to the subsurface; and 2) <br />investigate and assess if historical use of the property as agricultural land, a solid waste <br />disposal facility and a natural gas power plant have adversely affected the subsurface of <br />the site. <br /> <br />The site and surrounding area are illustrated in Figure 1. A site plan depicting site <br />features, boring and well locations, the former waste cells east of the site and waste cells <br />identified onsite during the investigation is presented in Figure 2. A site plan depicting the <br />east property boundary area is presented in Figure 3, and site plans depicting the former <br />power plant area are presented in Figures 4 and 5. Site background and historical <br />information was provided in the Site Historical Activity Report, Amended August 2018, <br />and Initial Site Investigation Work Plan – Final dated 31 August 2018. <br /> <br />The scope of work and field procedures for the investigation were outlined in the AGE- <br />prepared, Initial Site Investigation Work Plan – Final (work plan), dated 31 August 2018. <br />The work plan was approved by Central Valley Regional Water Quality Control Board’s <br />(CVRWQCB), Initial Site Investigation Work Plan Conditional Approval letter dated <br />15 January 2019. AGE prepared an email dated 17 January 2019 to address the <br />comments provided in the conditional approval letter. Following the geophysical survey <br />performed at the site, the scope of work was finalized by telephone and email <br />correspondence with the CVRWQCB between 26 February and 06 March 2019. The <br />CVRWQCB approval letters and pertinent email correspondence are provided in <br />Appendix A. <br /> <br /> <br />2.0. PRE-FIELD WORK ACTIVITY <br /> <br />Soil boring and monitoring well drilling permits were obtained from the San Joaquin <br />County Environmental Health Department (EHD) prior to field activities. Copies of the <br />approved EHD drilling permits are provided in Appendix B.
