2
Hi Barbara,

Attached is the Regional Water Board’s 15 January 2019 letter Initial Site Investigation Work Plan Conditional Approval
for the Former San Joaquin Cogeneration Facility located at 17200 Murphy Parkway in Lathrop, California to investigate
the site former facility footprint and define the extent and characteristics of two landfill cells that were documented to
extend onto the Site from the eastern property boundary from the neighboring property of 500 E. Louise Avenue in
Lathrop. As indicated in the letter, the revised Work Plan includes hexavalent chromium in groundwater sampling
analyses (EPA Method 218.6), but the staff recommendation to include DI WETS soil analysis for hexavalent chromium
using EPA Method 6020 still needs to be addressed. Staff of the Regional Water Board conditionally concur with this
Work Plan proposal under the condition that the DI WETS soil analysis for hexavalent chromium using EPA Method 6020
recommendation is satisfactorily addressed in writing (email ok) prior to commencement of the proposed Work Plan.
Please notify Regional Water Board staff a minimum of 72 hours before initiating field work to facilitate staff inspection
of the work. Please contact me with any questions or concerns in this matter.

Thanks,

Ann M.
