<br />Advanced GeoEnvironmental Inc. <br />Preliminary Site Assessment Report <br />PILKINGTON NORTH AMERICA – LATROP FACILITY <br />500 East Louise Avenue, Lathrop, California <br /> <br /> <br />1.0. INTRODUCTION <br /> <br />At the request of Mr. Dana G. Parry of REYNOLDS & BROWN, Advanced <br />GeoEnvironmental, Inc. (AGE) has prepared this Preliminary Site Assessment Report <br />for the property located at 500 East Louise Avenue, Lathrop, California (site). <br /> <br />On-site structures locations are illustrated in Figure 2. The site property is located along <br />the south side of East Louise Avenue in Lathrop, California, an incorporated area of San <br />Joaquin County. The property comprises seven parcels (198-120-08 main, 198-120-09 <br />southern and 198-210-14 eastern) totaling approximately 113 acres. <br /> <br />Based on PNA Lathrop facility Recognized Environmental Conditions (REC), the <br />following items will be evaluated: The presents of water quality degrading chemicals <br />within the shallow upper aquifer, within an area of the property; former glass debris and <br />dust waste streams on the southwestern portion of the property; a report of a 1985 <br />straw oil line leak at a historical above ground storage tank (AST), at the south edge of <br />the property which reportedly in 1986 underwent investigation; a report of a 1992 fuel oil <br />leak from an AST, at the west side of the on-site transformer station on the property <br />which reportedly underwent investigation and excavation. <br /> <br />The scope of work includes advancement of seven (7) soil probe borings for the <br />collection of soil samples and water samples to evaluate the presence and define the <br />type or extent of petroleum hydrocarbon-impacted near the fuel oil tank spill areas, <br />southwest and southeast of the electrical substation. Investigation of potentially metals- <br />impacted soil or groundwater, which includes advancement of 14 soil probe borings for <br />the collection of soil samples and water samples at the sites where former glass debris <br />and dust waste streams were managed or disposed and/or were surface water features <br />appear to have been comingled with waste. Two parcels have been included in the <br />investigation 198-120-08 main and 198-120-09 southern. <br /> <br />The work conducted under procedures outlined in the AGE prepared Preliminary Site <br />Assessment Work Plan 10 November 2014 and borings were destroyed under permit by <br />San Joaquin County Environmental Health Department (SJCEHD) requirements for <br />investigation of contaminated sites. <br /> <br /> <br />2.0. SOIL PROBE BORING ADVANCEMENT <br /> <br />On 04 December 2014, seven soil borings (AB1 through AB7) were advanced near the <br />1985 straw oil line leak and 1992 fuel oil leak from an AST, south of the electrical <br />transformer station and west of the station.
