Central Valley Regional Water Quality Control Board <br />21 November 2023 <br />Dana Parry <br />Reynolds & Brown <br />1200 Concord Ave, Suite 200 <br />Concord, CA 94520 <br />danap@reynoldsandbrown.com <br />REVIEW OF SITE INVESTIGATION REPORT, FORMER PILKINGTON NORTH <br />AMERICA GLASS DISPOSAL, 500 EAST LOUISE AVENUE, LATHROP, SAN <br />JOAQUIN COUNTY <br />Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff <br />have reviewed the 23 May 2023 Site Investigation Report – Trench 29 Area (Report) <br />prepared by AdvancedGeo, Inc. (AGI) on behalf of ASP/RWM Properties LLC, R&B <br />Louise LLC, and R&B Delta LLC, for the former Pilkington North America (PNA) Site at <br />500 East Louise Avenue in Lathrop, San Joaquin County (Site). The Report describes <br />investigation activities completed in accordance with the approved Site Investigation <br />Work Plan – Trench 29 Area, dated 7 June 2022, to determine the presence of buried <br />wastes or glass waste cells located in proximity of former trench T-29 (T-29). Central <br />Valley Water Board staff have provided a summary and comments on the Report below. <br />SITE INVESTIGATION REPORT <br />On 30 March 2023, 15 direct-push soil borings were advanced in and around the <br />location of T-29, two borings were advanced to 11 feet below ground surface (bgs) and <br />the remaining advanced to 10 feet bgs. Borings were advanced in a grid-like pattern <br />comprising approximately 2,400 square feet encompassing T-29. Borings were <br />advanced east to west evenly spaced approximately 15 feet apart and north to south <br />evenly spaced approximately 20 feet apart. Soil cores were collected continuously from <br />surface to total depth using a 1.85-inch diameter Geoprobe soil sampling assembly <br />loaded with five-foot long acetate sleeves for each boring. Soil cores were classified in <br />accordance with the Unified Soil Classification System (USCS) and inspected for waste. <br />Except for borings T29B6 and T29B15, pieces of trace glass cullet were observed in <br />each boring between 3 and 4 feet bgs. Soil samples were collected in each boring of <br />where glass cullet was observed. Soil samples were preserved into glass sample jars at <br />11 feet bgs in T29B1 and T29B2, at 6 feet bgs in T29B3, and at 4 feet bgs in T29B4, <br />T29B5, and T29B7 to T29B14. Samples were analyzed for polychlorinated biphenyls <br />(PCBs) by EPA Method 8082, Title 22 metals by EPA Method 6020, and semi-volatile <br />organic compounds (SVOCs) including polyaromatic hydrocarbons (PAHs) by EPA <br />Method 8270.
