OBSERVATION: Fees for the annual permit to operate the UST system have not been paid. REGULATION GUIDANCE: No person may own or operate an UST unless a permit for its operation has been issued by the local agency to the owner or operator of the UST system. CORRECTIVE ACTION: Immediately contact the EHD accounting office to make arrangements for payment to obtain a permit to operate a UST system. An"Operating without a Permit" penalty applies. This is a Class I violation. 102 CCR 2711 Failure to submit a complete and accurate application for a permit to operate a UST. OBSERVATION: The UST Facility Operating Permit is not current in CERS. UST Facility Operating Permit Application CERS submittal for 2024 has not been reviewed and submitted to the EHD. REGULATION GUIDANCE:Any change of information must be updated in the California Environmental Reporting System (CERS)within 30 days of the changes. CORRECTIVE ACTION: Immediately log into CERS, update the required information, and submit for review by the EHD. This is a Class 11 violation. 106 CCR 2632(d), 2641(h) Failure to submit and maintain a current facility plot plan/site map. OBSERVATION:An accurate UST Monitoring Site Plan was not submitted. -Missing all leak detection equipments REGULATION GUIDANCE:A site plan must be submitted identifying the locations where monitoring will be performed. The site plan must show the general layout of tanks and clearly identify locations of the following equipment, if installed: 1)monitoring panels; 2)in-tank liquid level probes(if used for leak detection); 3)devices monitoring tank annular spaces or vault; 4)devices monitoring product piping; 5)devices monitoring fill piping; 6) devices monitoring vent piping; 7)devices monitoring vapor recovery piping; 8)devices monitoring vent/transition sumps; 9)devices monitoring under-dispenser containment; 10)line leak detectors; and 11)devices monitoring any other secondary containment areas. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/and upload a copy of the UST Monitoring Site Plan.
